弘仁十四年四月。譲（ユヅ）リヲウケテ即（ソク）位。嵯峨ノ子 正良（マサヨシ）
親王ヲ太子トス。嵯峨ヲ太上天皇トス。平城ヲバ前太
上天皇ト云 五月。中納言 良岑（ヨシミネ）安世（ヤスヨ）右大将ヲ兼（カネ）シ
ム。是ハ天皇ノ弟ナリ。良岑ノ姓（ウジ）ヲ賜テ仕ヘ奉ル。才芸（サイケイ）
スグレタル人ナリ。外祖藤原￣ノ百川ニ。太政大臣正一
位ヲ贈（ヲク）ラル 九月。太上天皇《割書：嵯峨》嵯峨ヘ遷（ウツ）リタマフ
行幸ノ儀式ヲ用ヒラルベシト。当今（タウギン）ヨリ仰セラルトイ
ヘトモ。辞退（ジタイ）アリテ。車ヲ用ヒズ。御馬ニ乗（ノリ）タマフ

作り、また書道にも優れていた。嵯峨天皇の時代に皇太子となった。
弘仁十四年四月、譲位を受けて即位した。嵯峨天皇の子である正良親王を皇太子とした。嵯峨天皇を太上天皇とした。平城天皇は前太上天皇と称した。五月、中納言良岑安世が右大将を兼任した。これは天皇の弟である。良岑の姓を賜って仕えている。才芸に優れた人物である。外祖父である藤原百川に太政大臣正一位を贈られた。九月、太上天皇（嵯峨天皇）が嵯峨に移られた。行幸の儀式を用いるべきであると、現在の天皇から申し上げられたけれども、辞退があって、車を用いず、馬に乗られた。十一月、大嘗会を執り行った。十二月、前太上天皇（平城天皇）が京に入って狩猟を楽しんだ。天皇から様々な物を進呈された。その供奉の者たちにも賜り物があった。

He composed poetry and also excelled in calligraphy. He became crown prince during Emperor Saga's reign.
In the fourth month of Kōnin 14 (823), he received the abdication and ascended to the throne. He made Prince Masayoshi, son of Emperor Saga, the crown prince. Emperor Saga became the retired emperor. Emperor Heizei was called the former retired emperor. In the fifth month, Middle Counselor Yoshimine no Yasuyo concurrently served as Right General. This was the emperor's younger brother. He was granted the surname Yoshimine and served the court. He was a person of exceptional talent and skill. His maternal grandfather Fujiwara no Momokawa was posthumously granted the rank of Chancellor and Senior First Rank. In the ninth month, the retired emperor (Saga) moved to Saga. Although the current emperor suggested that the formal ceremony of imperial progress should be used, the retired emperor declined and rode on horseback instead of using a carriage. In the eleventh month, the Great Thanksgiving Festival (Daijōsai) was held. In the twelfth month, the former retired emperor (Heizei) entered the capital to hunt. The emperor presented him with various gifts. Gifts were also given to his attendants.
