天長元年、夏に干ばつがあった。弘法大師が神泉苑で雨乞いの祈祷を行った。七月、前太上天皇（平城天皇）が崩御した。享年五十一歳。十月、伝教大師の弟子である義真を延暦寺の座主とした。これが天台座主の始まりである。
二年四月、右大臣冬嗣を左大臣に転任させ、大納言藤原緒嗣を右大臣とした。左右の大臣が並んで政治を行った。緒嗣は百川の子で、天皇の外叔父である。八月、大学の博士や学生らを紫宸殿に召して論議をさせた。これ以後、恒例となった。十一月、太上天皇（嵯峨天皇）の四十歳の祝賀が行われた。
この年、浦島太郎が蓬莱山から丹後国の故郷に帰ったという話が伝えられた。昔、雄略天皇二十二年に蓬莱に遊びに行って以来、三百余年を経て帰ってきた。まことに不思議で疑わしいことである。
三年三月、桓武天皇のために太上天皇が宸筆で法[華経を写経した]

In the first year of Tenchō (824), there was a drought in summer. Kōbō Daishi prayed for rain at Shinsen'en Garden. In the seventh month, the former retired emperor (Heizei) passed away at the age of fifty-one. In the tenth month, Gishin, a disciple of Dengyō Daishi, was made the head priest of Enryaku-ji Temple. This was the beginning of the Tendai head priesthood.
In the second year, fourth month, Right Minister Fuyutsugu was transferred to Left Minister, and Major Counselor Fujiwara no Otsugu was made Right Minister. The left and right ministers governed together. Otsugu was the son of Momokawa and the emperor's maternal uncle. In the eighth month, university doctors and students were summoned to the Shishin-den Hall to engage in scholarly debate. This became a regular practice thereafter. In the eleventh month, the fortieth birthday celebration of the retired emperor (Saga) was held.
In this year, it was reported that Urashima Tarō returned from Mount Hōrai to his hometown in Tango Province. Long ago, in the twenty-second year of Emperor Yūryaku's reign, he had gone to play at Hōrai, and after more than three hundred years, he returned. This was truly mysterious and dubious.
In the third year, third month, for Emperor Kanmu, the retired emperor wrote with his own imperial brush the Lotus [Sutra]
