現代語訳
統括していた。京中の宅地のことも弾正台が統括していた。糾弾のことも刑部省が統括していた。訴訟の判断や、左右衛門府の悪党を追捕する役目も、検非違使がこれらすべてを合わせて統括することになった。またこの職の下に看督長という役職を設け、六十六人を配置して、また諸国へ一人ずつ分けて派遣した。
承和元年正月元日、天皇は大極殿にて朝拝を受けられた。二日には淳和太上天皇のもとに参内された。三日には嵯峨太上天皇のもとに淳和太上天皇が御幸があり、互いに年始を祝われた。七日、豊楽殿にて初めて白馬節会を行った。参議藤原常嗣を遣唐大使に定め、小野篁を副使に定められ、その他判官・録事などの属官も定められた。
二月、射場へ行幸があって、賭け物を設けて、射芸の優劣を試された。天皇自ら射られた。次に大臣以下皆が射た。
三月、嵯峨太上天皇が右大臣夏野の双岡の山荘へ御幸された。

supervised these matters. Residential land matters in the capital were also supervised by the Danjo-dai. Impeachment matters were also supervised by the Ministry of Justice. Legal judgments and the pursuit and capture of criminals by the Left and Right Gate Guards were all combined under the supervision of the Kebiishi. Under this office, a position called Kado no Osa was established with sixty-six personnel, and one person each was dispatched to the various provinces.
On New Year's Day of Jowa 1, the Emperor received court ceremonies in the Daigokuden Hall. On the second day, he paid a court visit to Retired Emperor Junna. On the third day, Retired Emperor Junna made an imperial visit to Retired Emperor Saga, and they mutually celebrated the New Year. On the seventh day, the Hakuba Sechie ceremony was held for the first time in Burakuden Hall. Sangi Fujiwara no Tsunetsugu was appointed as envoy to Tang China, and Ono no Takamura was appointed as vice-envoy, with other subordinate officials such as judges and recorders also being appointed.
In the second month, there was an imperial visit to the archery grounds, where wagers were set up to test superiority and inferiority in archery skills. The Emperor himself shot arrows, followed by ministers and others below.
In the third month, Retired Emperor Saga made an imperial visit to Right Minister Natsuno's mountain villa at Narabi no Oka.
