勅使を遣わされた。十一月、大嘗会を行われた。その儀式は整っていた。この年、僧行教が宇佐へ参詣し、八幡大神が王城へ来て宝祚をお守りすべしとの託宣があった旨を奏聞し、初めて山城国男山の石清水に宮を建てて崇め奉られた。
二年正月、大学博士春日雄継が孝経を天皇に授け奉った。これより後、帝王の読書始めは、おおかた孝経を用いられた。
三年二月、太政大臣良房の館へ行幸され、百官皆供奉した。良房の家人らは皆位を授けられた。三月、東大寺の大仏の修理が成就したことにより、供養が行われた。五月、渤海の使者の船が出雲国に着いた。礼法に違うことがあったことにより、これより（渤海の使者は）追い返されることとなった。六月、前殿にて、童相撲を御覧になられた。八月、天皇が論語を読まれた。春日雄継が侍講した。

Imperial envoys were dispatched. In the eleventh month, the Daijō-e (Great Thanksgiving Ceremony) was held, and its rituals were conducted in full. In this year, the monk Gyōkyō made a pilgrimage to Usa, and reported to the throne that the Great Deity Hachiman had delivered an oracle declaring that he would come to the royal capital to protect the imperial throne. For the first time, a shrine was built and revered at Iwashimizu on Mount Otoko in Yamashiro Province.
In the second year, first month, Kasuga no Otsugi, a Doctor of the Imperial Academy, presented the Emperor with the Classic of Filial Piety (Xiaojing). From this time forward, the Classic of Filial Piety was generally used for the imperial reading ceremony.
In the third year, second month, the Emperor made an imperial visit to the residence of Grand Minister Fujiwara no Yoshifusa, and all officials attended in attendance. The retainers of Yoshifusa were all granted court ranks. In the third month, a memorial service was held upon the completion of repairs to the Great Buddha of Tōdai-ji. In the fifth month, the ship of the Balhae envoys arrived in Izumo Province. As there were violations of proper protocol, from this time onward their envoys were turned back. In the sixth month, the Emperor watched children's sumo wrestling at the front hall. In the eighth month, the Emperor read the Analects of Confucius, with Kasuga no Otsugi serving as his reading companion and lecturer.
