動乱が起こった。蔵人平恒昌を勅使として比叡山に登らせてこれを鎮め、慈恵僧正を召してこれを止めさせた。九月、比叡山の僧奝然が大宋国へ向かった。十一月十七日、内裏が火災で焼失した。天皇は堀川院に移られた。
永観元年二月、検非違使に命じて、京中畿内でみだりに弓矢や武器を帯びる者を取り締まり捕縛させた。三月、円融寺を建立して供養を行った。比叡山の慈恵僧正、仁和寺の寛朝などの僧綱が皆参列した。
二年八月、天皇は位を御姪の師貞に譲られた。太上天皇の尊号を奉った。年号は天禄三年、天延三年、貞元二年、天元五年、永観二年。在位は合わせて十五年であった。

Disorder broke out. Imperial Secretary Taira no Tsunemasa was sent as an imperial messenger to Mount Hiei to quell this disturbance, and the Great Monk Jiei was summoned to put an end to it. In the ninth month, the monk Chōnen from Mount Hiei departed for the Great Song Dynasty. On the seventeenth day of the eleventh month, the imperial palace was destroyed by fire. The emperor moved to Horikawa-in.
In the first year of Eikan, second month, he commanded the Imperial Police to investigate and arrest those who improperly carried bows, arrows, and weapons in the capital and the provinces. In the third month, he built Enyū-ji temple and held a dedication ceremony. The Great Monk Jiei from Mount Hiei, Kanchō from Ninna-ji, and other high-ranking monks all participated.
In the second year, eighth month, the emperor abdicated the throne to his nephew Morisada. He received the honorific title of Retired Emperor. The era names were: Tenroku 3 years, Ten'en 3 years, Jōgen 2 years, Ten'gen 5 years, Eikan 2 years. His total reign was fifteen years.
