衛院の早世は、新院の調伏によるものかと、美福門院が疑い妬んで、法皇に申し上げて、重仁を立てなかった。これによって、新院はますます不平であった。
天皇がすでに即位なさって、高松殿を皇居とした。第一皇子守仁親王を東宮とした。法皇の姫宮暲子内親王を、東宮の養母とし、后に立てることはなかったけれども、八条女院と号した。その妹高松院を、東宮の御息所とした。この二人の皇女は皆美福門院の腹である。同年冬、法皇は熊野参詣をした。
保元元年七月二日、鳥羽法皇が崩御した。歳五十四。位を譲って後、院中にて政治を聞くこと三十四年であった。天皇即位の初めより忠通は変わらず関白であった。頼長は氏長者は元のとおりといえども、内覧をやめられた。これによって当今への恨みがあったのか。ただ一人で天下を治めようと思われたのか。ますます崇徳新

The early death of Emperor Konoe was suspected by Bifuku Mon'in to be due to a curse by the retired emperor, and she harbored suspicion and jealousy. She appealed to the retired emperor (Toba) and prevented Shigehito from being enthroned. Because of this, the retired emperor (Sutoku) became increasingly resentful.
The emperor had already ascended the throne and made Takamatsu Palace his imperial residence. He made the first prince, Prince Morihito, the crown prince. He made Princess Shōshi, the daughter of the retired emperor, the foster mother of the crown prince, and although she was not made empress, she was given the title Hachijō-no-Nyōin. Her younger sister, Takamatsu-in, was made the crown prince's consort. Both of these princesses were born from Bifuku Mon'in's womb. In the same year, in winter, the retired emperor made a pilgrimage to Kumano.
On the second day of the seventh month of Hōgen 1st year, Retired Emperor Toba passed away at the age of fifty-four. After abdicating the throne, he had governed from his retirement palace for thirty-four years. From the beginning of the emperor's reign, Tadamichi continued unchanged as regent. Although Yorinaga remained head of the Fujiwara clan as before, he was removed from the position of nairan. Was it because of this that he harbored resentment toward the current emperor? Or did he think to rule the entire realm by himself? Increasingly, Sutoku, the retired
