For this reason, fearing that the peace of tomorrow throughout Europe would become impossible to predict, every nation has come to make preparations for precautionary measures. ○ At this point, a certain incident finally arose, and when it gave rise to complications in the course of diplomatic relations, the gravity and difficulty of the situation became apparent for the first time.
