「デンマーク」戦争の前、「ベルリン」にある「フランス」国公使館においては、「フランス」・「プロイセン」両国の和親条約をいよいよ固めんことを望めり。○「フランス」国は「デンマーク」戦争に続いて「オーストリア」国を襲い、これに勝ち、「ザールブルク」および「ランダウ」の両地を獲んがため、「センボールグ」境を恢復せんことを請求せり。これ殖民地の境界を広げるに、人民の言語をもって区別すべきにあらざればなり。○また一千八百六十六年第五月に同盟討論のため……

This was communicated by circular to the representatives of the neutral nations, as follows:
Before the "Danish" War, the French legation in "Berlin" expressed its desire to further strengthen the treaty of friendship between "France" and "Prussia." ○ Following the Danish War, "France" requested the recovery of the "Saarburg" border region in order to attack "Austria," defeat it, and acquire the two territories of "Saarburg" and "Landau" — for the reason that the boundaries of colonial [territorial] expansion ought not to be delineated solely on the basis of the language of the people. ○ Furthermore, in the fifth month of 1866, for the purpose of alliance negotiations……
