...shall be free to select and acquire states from the "German" territories. However, excluding Austria, the population shall not exceed eight million. Therefore, these states shall be detached from the authority of the other nations and become part of the Kingdom of "Prussia." ○ Article 3: "France" shall be free to partition and acquire the Rhine River states as it sees fit.
Article 7: The defense against foreign threats through military preparedness and the securing of safety at sea for the people shall be carried out jointly between "France" and "Prussia." Should "Italy" desire this, it may be admitted into their alliance.
