るなり。○「リュクセンブルク」の事件は一事絶念して、「フランス」国は「ベルギー」国を己の有とし、「プロイセン」国は南「ドイツ」列国をその有となすべきことにつき、明瞭なる書記を作り、前の条目を反覆説明せり。○この改定したる条目は「カウント・ベネデッティ」一己にてその規則をなすと言えり。国帝これを許さずして、公使自らこれを書記せしと言うは、疑いなきことを得ず。いかんとなれば、その条目を取捨するために、兵をもってこれを脅かす、四年前に作為せしものと同一なればなり。○その未だ改定せざる条目を得た
