To: Lord Kamada Hachirobei in Kyoto — Regarding this matter, please duly notify the Kyoto Deputy [御所司代] and the Town Magistrates [御町奉行衆], in the customary manner as communicated from here.
Oral Statement [口上書] to Kyoto and Osaka
Memorandum [覚]
On the eighth day of the eighth month, one Chinese vessel ran aground at Kishiura within the domain of Matsudaira Hizen-no-kami. Officials were promptly dispatched from the castle town and communicated with [the crew] by written exchange. It was reported that the vessel was a ship from Batavia, bound for Nagasaki for purposes of trade, which had encountered unfavorable winds on the open sea, suffered damage to its mast, and was thus driven ashore. In view of this, the matter has been referred to Lord Kusabe Tanba-no-kami and Lord Watanabe Geki in Nagasaki for their guidance, and upon receiving their instructions, the plan is to send [the vessel and crew] to that port [Nagasaki]. We have been instructed by the home domain to submit this report, and so we do hereby.
The substance of the report submitted to Edo on the twenty-first day of the eighth month:
Item: Regarding what was initially communicated to Nagasaki — on the thirteenth of the same month, Tokunaga Yajirōemon appeared before Lord Kusabe Tanba-no-kami in Nagasaki to seek guidance. He was informed by Lord Tanba-no-kami that if [the vessel] possessed a trade permit [信牌], it should be sent on to Nagasaki; if it had crossed [into Japanese waters] without a trade permit, the customary measures were to be taken. At the same time, Yajirōemon appeared before Lord Watanabe Geki and made the same report. Lord Geki replied that, since the vessel possessed no trade permit, and since there were no instructions from the Magistrate's Office regarding the request by the Chinese crew members to be escorted [to Nagasaki], the vessel should be turned away [打ち払い] in accordance with the written directive, as it was a vessel without a trade permit. However, regarding the trade permit (the text continues on the following page)...
