現代語訳
了簡をも御尋ねになるべき候旨にて、則ち学顕へ申し渡され、今夕会所学顕保韶へ参られる筈也。庸清は申される「御尤もでございますが、このような事は急にも成るまじく候。宮内殿御上京以後の義が然るべきでしょうか」。保覚季脩は申される「左様でございますが、御祭競馬大会の事故、御物入も多くございますれば、この所にて格別御倹約をなされましたら、目にも見えるでしょうか」。成程御尤もの由にて、右の一決にて保韶へ御相談に遣わされる也。

Everyone agreed this was quite reasonable, and thus decided to send Hoshō for consultation.

At the fifth hour last night, Igarashi Gengo sent word: "Today, the 9th, at the fourth hour, four water officials, village headmen, and village elder Seibei of Koyama village should report to the Western Government Office." Accordingly, they departed at the fifth hour today, as reported.
Lord Bunzen no Kami departed for Kyoto today, requiring urgent attention to official business until the eighth hour.

The water officials, village headmen and elders returned around the sixth hour at dusk. Today, all three villages were summoned to the civil affairs office, where Kimura Yozaemon appeared, and after thorough questioning, instructions were given to both Koyama and Nakamura villages: "Since water management and distribution matters are complicated, they have been assigned to the head office under imperial law. However, setting up lots against the head office is extremely improper. If you insist on this petition, it will not benefit either village. It would be better to resolve this matter through private consultation." When they claimed that Kamo was not the head office, Yosōbei questioned them: "If you say it's not the head office, are there no farmers cultivating sacred lands?" When asked, they replied that certain people were indeed cultivating them. "Then it is indeed the head office. The farmers cultivating those sacred lands should surrender their fields to Kamo, and only then proceed with the lottery."
