"We should also inquire about their thoughts," and thus instructed Gakken, who is scheduled to visit the meeting place this evening with Gakken Hoshō. Yōsei said, "That is quite reasonable, but such matters cannot be rushed. Perhaps it would be better to wait until after Lord Miyauchi's trip to Kyoto?" Hogaku Kikyū replied, "That may be so, but since there are festival horse races and large gatherings with considerable expenses, if we implement special economizing measures at this time, the effects should be visible." Everyone agreed this was quite reasonable, and thus decided to send Hoshō for consultation. 9th day, Year of the Sheep - Clear weather At the fifth hour last night, Igarashi Gengo sent word: "Today, the 9th, at the fourth hour, four water officials, village headmen, and village elder Seibei of Koyama village should report to the Western Government Office." Accordingly, they departed at the fifth hour today, as reported. Lord Bunzen no Kami departed for Kyoto today, requiring urgent attention to official business until the eighth hour. Today's scribe deputy is Keilin. The water officials, village headmen and elders returned around the sixth hour at dusk. Today, all three villages were summoned to the civil affairs office, where Kimura Yozaemon appeared, and after thorough questioning, instructions were given to both Koyama and Nakamura villages: "Since water management and distribution matters are complicated, they have been assigned to the head office under imperial law. However, setting up lots against the head office is extremely improper. If you insist on this petition, it will not benefit either village. It would be better to resolve this matter through private consultation." When they claimed that Kamo was not the head office, Yosōbei questioned them: "If you say it's not the head office, are there no farmers cultivating sacred lands?" When asked, they replied that certain people were indeed cultivating them. "Then it is indeed the head office. The farmers cultivating those sacred lands should surrender their fields to Kamo, and only then proceed with the lottery." After being severely reprimanded on this point, they were told: "Since you have been waiting since earlier, take some tobacco and return later," and were sent to the gate area. Then both villages were called from the inner rooms, where lower officials severely scolded them: "To oppose the head office like this..."
