社中ゟ三郷役人共被召候而存寄共御尋被成下ニ而
致和談候様ニ可被成候当年も水沢山ニ候ハヽ何之申分
無之済可申候若又旱りニ候ハヽ随分社中ゟ能々被申渡
可然也水役人之義とかくかさつ之義共有之少ニても
ゑこひいき有之候へハ役人ハ不相立候随分吟味被
致候而水役人共御申渡被成也今日御意候義ハ
能登守申渡候義ニ而ハ無之候拙者ゟ得御意候間御
届書等被出候共木村与惣兵衛被申渡候ニ付と御認
可被成候尤双方ゟ指上候済状ニも其通ニ可相認段
御申渡可被成候返答段々御苦労之御儀結構ニ
御申渡シ被下本所之意も相立難有次第ニ候存候
両郷召寄候義成程奉畏候併去年一社へ御下ケ
被成候節も申渡シと申ニても毎度相招誠ニ異見やら
扱やらの様ニも再三申含メ候所勝ニ乗承引
不仕又々当春出訴仕候義ニ御座候此上社中ゟ
呼ニ遣し又々和談之筋申渡候も成とやらん本所ゟ
手をさけ様ニも存候而ハ其所何共気毒ニ奉存候間
何とそとてもの御義ニ彼もの共一社へ罷出候様ニ御
申渡被下候ハヽ忝段申入候処其儀ハ此間申渡
置候賀茂社中ゟ呼ニ遣し様ニと申遣し候間定而
呼ニ可参候間早々罷越候へと申候故不苦候則拙者ゟ
右之通申入候と御申渡可被成旨被申候委細奉畏
現代語訳
社中から三郷の役人たちを呼び寄せて、考えを尋ねられて和談をするようになさってください。当年も水が豊富であれば何も申し分なく済むでしょう。もし又旱魃になれば、十分に社中からよくよく申し渡すのがよろしいでしょう。水役人のことは、とかく軽率なことがあり、少しでもえこひいきがあれば役人は務まりません。十分に吟味をして水役人たちに申し渡してください。今日申し上げることは能登守が申し渡したことではありません。私から意見を得たので、届け書などをお出しになる時も木村与惣兵衛が申し渡したことによると書いてください。もちろん双方から差し上げる和解書にもその通りに書くよう申し渡してください。」返答として段々ご苦労なことを結構に申し渡していただき、本所の意向も立って有り難い次第です、と思います。
両郷を呼び寄せることは、なるほど畏れ多いことです。しかし去年一社へお下しになった節も、申し渡しといっても毎度呼び寄せて、まことに忠告やら仲裁やらのように再三申し含めたところ、勝ちに乗って承知せず、また当春出訴したことでございます。この上社中から呼びにやって、また和談の筋を申し渡すのもいかがなものか、本所から手を引くようにも思われては、そこのところ何とも気の毒に存じますので、何とぞ特別なご配慮でかの者どもが一社へ出向くよう申し渡していただければ有り難い」と申し入れたところ、「その件はこの間申し渡し置いた。賀茂社中から呼びにやるようにと申し遣わしたので、きっと呼びに来るから早々出向けと申したので差し支えない。すなわち私からその通り申し入れたと申し渡すように」と言われました。詳細承知いたしました。

"Please summon the officials from the three villages through the shrine community, inquire about their thoughts, and arrange for mediation. If water is abundant this year, there will be no complaints and matters will be resolved. If there is drought again, the shrine community should give thorough instructions as appropriate. Regarding water officials, they tend to be rash in various matters, and if there is even the slightest favoritism, they cannot serve as proper officials. Please conduct thorough examinations and give instructions to the water officials. What I am saying today is not what Noto-no-kami has instructed. Since you have received my opinion, when you submit notification documents, please write that it is based on instructions from Kimura Yosōbei. Of course, you should also instruct that settlement documents submitted by both parties should be written accordingly." As a response, you have given excellent instructions regarding these troublesome matters, and it is most grateful that our headquarters' intentions are being upheld.
Summoning both villages is indeed an awesome responsibility. However, even when you sent them to our shrine last year, though it was called "giving instructions," we repeatedly called them and gave advice that seemed more like counsel or mediation, but they took advantage of their position and refused to comply, and again filed a lawsuit this spring. If we now send for them from the shrine community and again instruct them about mediation, it might not be effective, and if it appears that our headquarters is withdrawing its support, that would be most pitiful. Therefore, I humbly request that you give special consideration and order those people to come to our shrine." When I made this request, he replied: "That matter was already instructed previously.
