After the record was written out as described and the small assembly (ko-yoriai) disbanded, someone suggested that the precedents for the Junior Fourth Rank, Upper Grade (Jushii-no-jō) for the officials of both Kataoka Shrine and Kifune Shrine should also be added. Hokaku also thought this was the right approach, but since it was after the small assembly had concluded, he privately and discreetly asked the secretary (shippitsu) to add one more person to the document. However, the secretary refused, saying it would be inappropriate to privately add entries at this stage when the matter had already been decided after review by the head priests. Within the secretarial office, Hokaku repeatedly argued the point, but eventually became so frustrated that he left without resolving the matter. As a result, the office privately consulted with Mikawa-no-kami, who then visited Hokaku and suggested that, in any case, Hokaku should visit the head priests once more and formally request that such-and-such be added to the document, and that any additions should be made in that manner. If even that felt awkward, then the document should be submitted as it was, and the matter handled verbally before Lord Ben — first submitting the written petition as it stood, and then orally stating that there were in fact many more precedents for the Junior Fourth Rank, Upper Grade among the officials of Kifune and Kataoka Shrines and others. This approach was agreed upon in consultation. The document was then completed that day, and the representatives Narikahisa and Hokaku brought it to Lord Ben. One: At the time of yesterday's small assembly, since Yasutsu had departed the capital, the matter was relayed from the meeting hall (kaisho) via Kanetoo to Hokaku for consultation. Hokaku's response was that it was generally improper and unacceptable for a person serving as a zassho officer to leave the capital on private business. Rather than sending word to their acquaintance Zonken, Yasutsu should simply be reported as indisposed (shorō) for the day. Accordingly, he had been reported as indisposed, and Gakuken of the meeting hall conveyed this to Yasutsu. Yasutsu responded: he had only learned today for the first time that a representative (sōdai) was not permitted to leave the capital on private business. As was well known, he was in financial straits, and had occasional business to attend to; if leaving the capital on private business was not permitted, he wished to resign from his official duties. He had thought it was acceptable to leave the capital as long as he made arrangements for someone to cover official duties so there would be no lapse in service, and it was under such a mistaken understanding that he had accepted the role. He had views he wished to raise at the next meeting, and he requested that the meeting hall announce on his behalf his resignation from the zassho role. He conveyed this to the meeting hall. There had been a previous occasion when Hokaku left the capital and left matters in Yasutsu's care. Yet regarding yesterday's departure being reported as illness (the text continues on the next page)...
