多し然れ共其法の設け方によりて其利益莫大
なること挙（あげ）て言ふへからす若し西洋諸州の如く
啇社《割書：啇社の取組方は尚｜後編に出す可し》を取組み衆力を合同し
て啇法を営（いとな）まは其国に利益ある復 幾何（いくばく）そや就
中蚕卵紙の如き我国啇人是迄持渡りといふ事
を曽て為さゝりし故日本人は皆微力なる腰抜
の輩のみにして迚も持渡りを容易に為す者あ
らじと外国人は飽まで軽蔑（かろん）し其価を彼等の欲
するに随て騰貴下落（あげさげ）する皆其 摸稜（かけひき）の手段に出
てゝ我啇人之を制し之を圧すること能はず一時
相場のくるひによりて僥倖（ふとしる）の利を得るものあ
りと雖も竟には彼の《振り仮名：籠絡｜｜ワナ》に入りて利を占めら
るゝは惜むべく又慨歎す可きの至りにして抑
我啇人も亦罪ありと謂ふべし是皆能はざるに
あらず為さゞる者なり今試に近両三年以前の
例を挙て其景気の然る所以を知ら令むべし

多い。しかしその方法の設け方によって、その利益は莫大なることは、挙げて言うことができない。もし西洋諸国のように商社を組織し、衆力を合同して商法を営めば、その国に利益があることは一体どれほどであろうか。なかでも蚕卵紙のような物は、我が国の商人はこれまで持ち渡りということを一度も行ったことがなかった故に、日本人は皆微力なる腰抜けの輩のみであって、とても持ち渡りを容易に行う者はいないだろうと外国人は徹底的に軽蔑し、その価格を彼らの欲するに従って騰貴下落させるのは、皆その駆け引きの手段によるものであって、我が商人はこれを制し、これを圧することができない。一時的に相場の狂いによって偶然の利を得る者があるとしても、結局は彼らの罠に入って利益を奪われるのは惜しむべく、また慨嘆すべきことの極みであって、そもそも我が商人もまた罪ありというべきである。これは皆できないのではなく、やらない者なのである。今試しに近年両三年以前の例を挙げて、その景気の然る所以を知らしめるべきである。

Particularly with items like silkworm egg papers, since our country's merchants had never once engaged in overseas trading, foreigners thoroughly despise us, thinking that Japanese are all weak-spirited cowards who could never easily engage in overseas trade. They manipulate prices up and down according to their desires, all through their bargaining tactics, and our merchants are unable to control or suppress this. Even if some gain windfall profits from temporary market fluctuations, they ultimately fall into their traps and have their profits stolen away—this is deeply regrettable and lamentable, and indeed our merchants must also be said to bear responsibility. This is not because they cannot do it, but because they do not do it. Let me now cite examples from the past two or three years to demonstrate why this situation has come about.
