ときは大凡年々横浜にのみ出る紙数三百万枚
と見れは即ち三百万弗の国益あり三弗以上と

るへし此の如き莫大の国益を知らす徒らに眼
前の小利を貪りて外国人の籠絡を受るは畢竟
心を留むる人なきに因る蓋し心を茲に留めす

行うのがよいであろう。もし商社を建てて日本から彼の国へ持ち渡る道筋がすでに開かれるときは、日本在留の外国人が例年のように踏みつけて値段を決めるならば、日本人が直接本国へ持ち渡って彼らが得るところの利益を得ることを恐れるがゆえに、横浜をはじめ諸港においても不当な相場をもって随意の買い込みをしないのは必定である。そしてもちろん我が国の商人も遠方に旅して利益を得ようとするのは当然のことであり、利益は決して座ったままで得られるものではないと知るべきである。
