かつ勇気を奮って海を渡ろうとしない者がいるのは、他に理由があるわけではない。外国での蚕卵紙の値段や海上での事情ばかりを案じ煩い、大胆な者がいないからである。しかしながら、その懸念とするところの諸事を明白に心得るときは、危難の恐れも大したことはなくなり、これまでの景気とは大いに違うことがあって、国益が日を追って繁盛に至ることは疑いない。
蚕卵紙を所持して外国へ渡海するについては、航海の入用ならびに現地滞在中の多分な出費があることなので、まず二、三人が申し合わせ（現地事情を熟知する者であれば一人でも事足りるが、まず日本人は試しに二、三人で航海すべきである）、少なくとも五、六万枚も持ち渡るべきである。もっとも五万枚以上でなければ雑費と見合わないので、この点をよく注意して仕入れを行うべきである。
