一夫れ国を富ますは互市（ごし）を盛（さかん）にするより好（よ）き
は無し然れとも物産を開く事を務（つと）めすして
只 交易場（かうえきば）のみを盛にせんと欲（ほつ）すれば常に外
国の輸出品（しゆにふひん）を購（あかな）ひ求（もと）むるのみにて到底（たうてい）国中
の金銀を減耗（げんがう）するの外無かるべし是れ富を
求めて益々 窮（きう）する者なり因（より）て今日の急務は
我 国 固有（こいう）の産物は務（つと）めて是を増息せしめ

でないわけではない。しかしながら、広く海外の事情を総合的に見渡せば、なお漏れや不足がないとは言えないだろう。よって、この書を著して、さらに開化を進める一助としようとするものである。

一、そもそも国を富ませるには互市（貿易）を盛んにするより良い方法はない。しかしながら、物産を開発することに努めずに、ただ交易場のみを盛んにしようと欲すれば、常に外国の輸出品を買い求めるのみで、結局は国中の金銀を減らし消耗させるほかはないであろう。これは富を求めて、ますます窮乏する者である。よって今日の急務は、我が国固有の産物については努めてこれを増産させ、
