且其品位を佳好ならしめて外国品に卓絶す
る様にし粗悪の品を造り出す事無きを専一
とすべく又此方 稀（まれ）に有れとも普（あまね）く造り出す
に至らざるは其土地の宜（よろしき）を量（はか）りて土民に教
へて之を益々多く造り出さしめ又是まで此
方に出る物無く只舶来品のみを用ひ来れる
品の如き 国内の土地気候に協ひて植培（うゑ）養（そ）
育（だて）する事難からさる者は種（たね）を外国に索めて
培育の法を学び以て国民の日用を他邦に仰（あふ）
ぐの弊を防くべし夫れ既に此の如くにして
国民共に充足（しうそく）せば上 朝廷を始め奉り下辺
疆の細氓に至るまて悉く潤富に至るへく而
して後方めて 国威を五大洲に輝す可きの

一譬へば絹糸紙の如きは我 国産を以て上等
とすること疑無し然れとも全国悉くこれを出

かつその品質を良好にして外国品に卓越するようにし、粗悪な品を造り出すことがないよう専一とすべきである。また、こちらには稀にあるけれども広く造り出すに至らないものについては、その土地の適性を測って土民に教えて、これをますます多く造り出させ、また今まで我が国には産出する物がなく、ただ舶来品のみを用いてきた品のような、国内の土地気候に適合して栽培養育することが困難でないものは、種を外国に求めて
栽培育成の方法を学び、もって国民の日用品を他国に仰ぐ弊害を防ぐべきである。それ既にこのようにして国民がともに充足すれば、上は朝廷をはじめ奉り、下は辺境の細民に至るまで、ことごとく潤沢で富裕に至るであろう。そしてその後、初めて国威を五大陸に輝かすことができるのである。これが開物新書著者の本意である。
