ことは珍しくない。昨年各府県において虎列刺（コレラ）が流
行した際に当たり、官は深く一般の人々を憐れみ、予防法
の命令を布達したが、いかんせん愚かな庶民
は予防法がどのようなものかを知らないために、しばしば
布告を尊び従わない者がいた。甚だしい場合に
は監察巡査を謗り罵り敵視するに至った。本当に嘆
かわしいことこの上ない。あの庶民も各々生命の貴
重であることを熟知しているけれども、ただ予防法の理

由を知らないために、このような状況に至るので
ある。もしこれに予防法の必要な理由を理
解させれば、官の布告を待たずに、自ら
予防の手段を企てることは明らかである。これが私が微
力を顧みず、この著作がある理由である。しかしながらこの
書というものは、専ら一般の人々に理解しやすく、かつ簡便
に、行いやすくすることを趣意とするもので
あるから、文辞もまたそれに従って拙劣でないわけにはいかない

This is not uncommon. Last year when cholera
was epidemic in each prefecture, the authorities deeply pitied the common people and
issued orders regarding prevention methods.
However, the ignorant common people
did not know what the prevention methods were, and thus there were often
those who did not respectfully obey the proclamations. In extreme cases,
they went so far as to revile and regard the patrol inspectors as enemies. This is truly
more lamentable than words can express. Although those common people each
fully understand that life is precious, simply because they do not know the reasoning behind prevention methods

they arrive at such circumstances.
If we could make them understand the necessary reasons for prevention methods, it is clear that without waiting for official proclamations, they would
devise preventive measures for themselves. This is why I have written this work despite my
limited abilities. However, this
book is intended specifically to make it easy for the general public to understand, and also simple
and easy to practice,
so the literary style must accordingly be rather crude.
