一 正月廿市日於品川天龍寺 梅林院様十七廻御忌御法事
御執行有之於松岡天龍寺も右同様御執行有之
一 同日於評定所御家中御借米之儀ニ付月番御家老狛
伊勢《割書：澄｜孝》左之通書付を以諸月番江申渡之畢而割方并
倹約之儀御奉行御目付ゟ諸向江相達之
御意被成候ハ近年御勝手御不如意ニ付御家中
之面々毎度寸志被 仰付候故何も勝手困窮之
段被 聞召御苦労被 思召候依之寸志
御赦免被成度被 思召旨ニ候然共近年段々
御物入打続御勝手之儀も御難儀至極ニ候故
其段も難致候就夫何も拝知之内只今被
仰付候寸志米之積を以石高ニ而指上可申儀ニ候
依之御家中之面々知行取以上ハ石高ニ而指
上御切米以下之面々ハ俵数を以末々迄不残差
上候様ニ致し其内右之割を以少々宛御用捨可
被成候然上ハ 御代々被 仰出候御簡略之御法
式を以随分可致簡略候猶又右之趣当年ゟ五ケ
年之内与相極候間 御上ニも下々ゟ右之通指上

一 正月二十一日、品川天龍寺において梅林院様十七回忌の御法事を執行された。松岡天龍寺においても同様に執行された。
一 同日、評定所において御家中の御借米の件について、月番御家老の狛伊勢（澄孝）が以下の通り書付をもって諸月番に申し渡した。その後、割当方法並びに倹約の件を御奉行・御目付から各方面に伝達した。
御意として仰せられるには、近年御勝手が不如意であるため、御家中の面々に度々寸志を申し付けられた故、皆勝手が困窮している段を聞こし召され、御苦労に思し召されている。これにより寸志を御赦免なされたく思し召される旨である。しかしながら近年段々と
御物入が続き、御勝手の件も御難儀極まりない故、その段も実行し難い。そこで皆拝知の内、只今申し付けられている寸志米の積もりをもって石高にて差し上げる儀である。これにより御家中の面々、知行取以上は石高にて差し上げ、御切米以下の面々は俵数をもって末々まで残らず差し上げるようにし、その内右の割当をもって少しずつ御用捨なされるであろう。然る上は御代々仰せ出されている御簡略の御法式をもってできる限り簡略にすべきである。なお右の趣旨は当年より五ヶ年の内と決められている間、御上においても下々より右の通り差し上げ

1. On the 21st day of the first month, the 17th memorial service for Lord Bairinmei was held at Tenryuji Temple in Shinagawa. The same service was also held at Tenryuji Temple in Matsuoka.

On the same day, at the Council Chamber (hyōjōsho), regarding the matter of rice loans for the retainers, the monthly duty senior retainer Koma Ise (Sumitaka) issued the following written instructions to all monthly duty officials. Subsequently, the magistrates and inspectors communicated the matters of allocation methods and frugality measures to all departments.
His lordship's intention is as follows: In recent years, due to financial difficulties in the domain's finances, the retainers have been repeatedly asked to contribute voluntary donations (shinji), and consequently all are suffering from financial hardship, which his lordship has heard and is concerned about. Therefore, his lordship wishes to forgive these voluntary contributions. However, in recent years expenses have continued to mount, and
the domain's finances are in extreme difficulty, so this measure is also difficult to implement. Therefore, from among everyone's stipends, the accumulated voluntary rice contributions currently being requested shall be offered according to rice yield (kokudaka). Accordingly, among the retainers, those with land grants (chigyō-dori) and above shall contribute according to rice yield, while those receiving rice stipends (kirimai) and below shall contribute according to the number of rice bales, with all contributing without exception down to the lowest ranks. Within this system, some relief shall be provided through the aforementioned allocation method. Furthermore, the simple ceremonial practices proclaimed by successive lords shall be followed with utmost frugality. Moreover, this arrangement is fixed for a period of five years from this year, so both the upper ranks and lower classes shall contribute as described above.
