御借米当年ゟ高ニ積り知行高ニ而指上筈
ニ候追而被指上候高之員数之儀ハ奉行中ゟ可
申触候地方取之分丸村を除其外いつれの
村ニ而も面々勝手次第書指付可被指出候村々引
現代語訳
申し上げる時節でございますので、格別の節約をお命じになります。五年が過ぎましたら、何とかその趣旨もお許しいただけるよう努めます。面々その旨を理解し、どのようにでも継続してご奉公をお勤めください。格別の節約でございますが、面々簡素な生活も五年の間はどのようにでも継続してご奉公する了見がおありでしょうから、身分不相応で見苦しいことがございましても、お構いなしです。もちろん他国でのご奉公や江戸詰などの件も、どのようにでも都合次第で節約をお計りください。お構いになりません。ご用の件でお構いにならないのでしたら、私用の件はその品々について申し上げるに及びません。
右の趣旨をお心得になり、少しも華麗なことがあってはなりません。以上

At this time when we must report, we command extraordinary frugality. After five years have passed, we shall somehow grant exemption from these requirements. All retainers should understand this intent and continue their loyal service in whatever way possible. Though this is extraordinary frugality, if all retainers maintain simple living and continue their loyal service for five years with such resolve, even if there are unseemly matters inappropriate to one's station, there shall be no interference. Naturally, regarding service in other provinces, Edo duty assignments, and such matters, you may exercise frugality as convenient. There shall be no interference. If there is no interference with official duties, private matters need not be reported in detail.
Understanding the above intent, there must be no luxurious behavior whatsoever. The above.
