渡之儀ハ当七月中御代官江被相渡申之夏
成より御蔵江収納可有之儀ニ候尤未進等
相残候而も七月以後ハ百姓相對ニ而被取立儀ハ

一 只今迄江戸往来之面々仕度指支候ニ付御貸
被成候増拝借之分段々願之品多上納相重
難儀之趣ニ付今度吟味之上江戸往来増拝借
之分御捨被下此以後増拝借之願申達候共

難儀之訳相立候ハゝ委細御吟味之上御才
覚を以少々も御貸被成一ケ月壱歩半之加
現代語訳
渡しの件については、当年7月中に代官へ引き渡し申し上げ、夏作物から御蔵へ収納することになります。ただし未進（未納分）等が残っていても、7月以降は百姓との直接交渉で取り立てを行い、代官は特別な取り扱いはしないことになっています。
ただし、地方取りの分については知行高で上納する件は、各自の都合のためになることもあるでしょう。明里御蔵出御代官付きの分もこれに準じて、去年暮れの上納高のうち五厘通り一律に御用捨（減免）することになっています。ただし糠、藁、雪垣代等については残高に応じて収納することになります。

これまで江戸往来をしていた面々で、仕度金が不足するため御貸付を受けていた増拝借の分について、段々と願い出る品目が多く、上納が重なって難儀している状況につき、今度吟味の上、江戸往来増拝借の分は御破棄くださることになりました。今後は増拝借の願いを申し上げても御取り上げにならない予定です。ただし、詰めの様子によって極めて難儀な事情が立つ場合は、詳細を御吟味の上、御才覚をもって少々でも御貸付くださり、1ヶ月1歩半の加
英語訳
Regarding the transfer procedures, these shall be handed over to the deputy officials (daikan) during the seventh month of this year, and from the summer crops onward, storage in the official granaries shall take place. However, even if there remain unpaid portions (mishin), after the seventh month, collection shall be conducted through direct negotiations with farmers, and the deputy officials shall not handle any special arrangements.
However, regarding local collection portions to be submitted according to fief assessments (chigyōdaka), there may be arrangements that could benefit individual circumstances. For portions under the Akesato granary deputy officials as well, following the same principle, there shall be a uniform exemption (goyōsha) of five rin per unit from last year's winter submission amounts. However, for rice bran, straw, snow fence fees, and similar items, collection shall be made according to remaining balances.
Memorandum
Regarding those who have been traveling to Edo and have received increased borrowings (zō-haishaku) due to insufficient preparation funds, many items have been requested gradually, making it difficult due to the burden of multiple submissions. After this examination, the increased borrowing portions for Edo travel shall be forgiven. Hereafter, even if applications for increased borrowings are submitted, they shall not be approved. However, if extremely difficult circumstances arise depending on the nature of residential duties, after detailed examination and through official consideration, even small amounts may be lent at an interest rate of one and a half bu per month.
