　○上水之儀不沙汰無之様に前々ゟ相触其上目付組之者毎日差出為相改候然ル処

一　宝永二酉年
　○上水の儀については、以前から怠りなく触れ回り、その上目付組の者を毎日差し出して改めさせている。しかるところ、近頃みだりに上水に汚いものが流し掛けられているのをそのままにしているとのことが聞こえてきた。今後そのような事のないようにすべきであり、面々の屋敷ごとにいよいよ念を入れて掃除等を堅く申し付けるべき旨である。もし汚いものを捨て、あるいは洗う者があれば、見つけ次第、御法の通りきっと過料を取るべきである。右の趣を得心の上、下々に至るまで申し付けるべきである。なおまた、柳原清介・今川関右衛門が廻りを行い、吟味を遂げるべきである。以上

　　　　　二月一日、江戸御屋敷に留まり、下々の奉公人が出替わりの節、近年人手がなく、みな難儀している。当年はなおいっそう、下々が江戸表にて町へ罷り出て稼ぎ等をしようとする覚悟の者が多くいるとのことであるから、何とか思慮もなされるべきではないかと、表侍中が寄々（よりより）井上半太夫まで相達したところ、その趣を御家老中へ半太夫が達したところ、新規に御触を差し出すべき旨を申し渡されたので、左の通り御触を差し出す。

　一　近年奉公人が少ないので、出替わりの時節に面々も思慮あるべきことである。下々の給金の高は例年御国にて触れ申す通りとする。来年も押し通して召し抱える者、且つ中途で召し置く者も、みな奉公人の身分相応の給金を与えるべきである。もっとも、理不尽な仕形はあってはならない。右の身分を過ぎた高い給金を望み、または仮病などをして主人の意向に応じない者どもがあれば、その趣をよく考慮の上、品々目付中まで相達すべきである。御吟味を遂げられ、きっと仰せ付けられるべき品があるであろう。
　一　主人と相対（そうたい）で暇を出された者があれば、御家中に有り付いたと申し聞かせて、先の主人から届けがあれば差し出すべきである。もっとも、暇がない者は差し出すべきでない。但し、来月十日過ぎには余った者の書き付けを勘定所まで差し出すべきである。

　○Regarding the waterways (upper waterways/aqueducts), notices have been issued from before to ensure there is no neglect, and furthermore, inspectors are dispatched daily to conduct checks. However, it has been heard that recently filthy matter has been carelessly discharged into the waterways and left as is. Henceforth, there must be no such incidents, and each estate should be ordered to clean thoroughly with renewed diligence. If anyone is found dumping or washing filthy things, a fine shall be immediately imposed upon discovery in accordance with the regulations. The above should be understood and conveyed to all, down to the lowest ranks. Furthermore, Yanagihara Seisuke and Imagawa Sekiemon are to make their rounds and conduct a thorough investigation. The above.

　　　　　1st day of the 2nd month. Remaining at the Edo estate, at the time of servant rotation, in recent years there has been a shortage of people, causing everyone difficulty. It appears that this year in particular, many of the lower servants intend to go out into the town districts of Edo to seek extra work. The senior retainers (omote-samurai) reported this concern to Inoue Handayu, suggesting some consideration be given to the matter. Handayu reported the situation to the senior retainers (go-karō-chū), and it was directed that a new ordinance be issued. Therefore, the following ordinance is hereby issued.

　1. Since servants have been scarce in recent years, all should exercise good judgment at the time of servant rotation. The level of wages for lower servants is as has been customarily announced in the home domain each year. Those kept on continuously into the following year, as well as those engaged mid-term, should all receive wages appropriate to their station as servants. Unreasonable treatment, however, must not occur. If there are those who seek wages beyond their station, or who feign illness and otherwise fail to meet their master's expectations, the matter should be carefully considered and reported to the inspectors. Upon investigation, appropriate measures will be ordered.

　1. If there is someone who has been dismissed by mutual agreement with their master and claims to have found a position in a household, their former master should submit notice if it has been received. If there is no dismissal notice, it should not be submitted. However, after the tenth day of next month, a list of those with no placement should be submitted to the accounts office (kanjōsho).
