　○上水之儀不沙汰無之様に前々ゟ相触其上目付組之者毎日差出為相改候然ル処
　　頃日猥に上水にむさき物流懸り有之候を其通りに指置候様相聞候向後左様之
　　之#1儀無之様に可仕候面々屋敷切に弥念入掃除等堅可被申付旨に候若むさき物
　　捨或は洗申者有之候はゝ見付次第御法之通り急度過料可取之候右之趣被得其意

一宝永二酉年　
　○上水の儀について、不法がないよう以前から触れており、その上で目付組の者を毎日派遣して監視させている。しかしながら、近頃みだりに上水に汚い物が流れかかっているのを、そのまま放置しているようだと聞いている。今後そのような儀がないよう取り計らうべきである。各々の屋敷内では、いよいよ念を入れて掃除等を厳しく申し付けるべき旨である。もし汚い物を捨てる、或いは洗う者がいれば、見つけ次第御法の通り必ず過料を取るべきである。右の趣旨を理解し、下々に至るまで申し付けるべきである。なお、柳原清介・今川関右衛門が巡回して吟味を遂げるべきである。以上

　　　　　二月朔日、江戸御屋敷に留まる下々が交替する際、近年人手がなく何も仕事を行うのが困難である。
　　　　　当年はなおさら、下々が江戸表にて町へ出て稼ぎ等をするつもりの者が多くいる限りであるから、
　　　　　何の了簡もあるまいと、表侍中の寄々から井上半太夫まで伝達したところ、
　　　　　その趣旨を御家老中へ半太夫が伝達したところ、新規に御触を差し出すべき旨を申し渡されたので、左の通り
　　　　　御触を差し出した。
　一近年奉公人が少ないので、交替の時節には各々了簡もあることであろう。下々の給金の高は例年御国にて触れ申す通りである。来年押し通して召し抱える者、並びに半途に召し置く者も何れも奉公人の分限に応じた給金があるべきである。もっとも理不尽な仕方があってはならないことである。右の分限を過ぎて高給を望む、又は仮病などをして主人の了簡に応じない者共がいるならば、その趣旨をよく考えて品々目付中まで相達すべきである。御吟味を遂げられて厳しく仰せ付けられる品があるべきである。
　一主人との相対で暇を出された者がいるならば、御家中へ仕官した由を申し聞かせ、先様から届けがあれば指し出すべきである。もっとも暇がなければ指し出すべきではない。ただし来月十日を過ぎれば、余った人の書付を勘定所まで差し出すべきである。
　一兼ねてからの御定めの通り、町在々の者共が他国へ出る際は支配の方へ相達して出るはずである。しかしながらみだりにここ

However, recently it has been heard that filthy objects are carelessly flowing into the water supply and are being left as they are. Henceforth, measures should be taken to ensure such matters do not occur. Within each estate, cleaning and other maintenance should be strictly ordered with even greater care. If anyone is found throwing away filthy objects or washing things [in the water supply], penalties should definitely be imposed immediately upon discovery according to the law. Understanding this directive, it should be communicated down to the lowest ranks. Furthermore, Yanagihara Seisuke and Imagawa Sekiemon should make rounds and conduct inspections. The above.

　　　　　On the 1st day of the 2nd month, when the lower servants staying at the Edo residence are to be replaced, in recent years there have been few people available, making it difficult to carry out any work.
　　　　　This year especially, there are many among the lower servants who intend to go out into the town in Edo to earn money, so
　　　　　there would be no proper consideration. This was communicated from the senior attendants' assembly to Inoue Handayu,
　　　　　and when Handayu conveyed this matter to the senior retainers, he was instructed to issue a new directive, so the following
　　　　　directive was issued:
　One: In recent years, there have been few servants, so during times of replacement, each person may have their own considerations. The salary levels for lower servants are as announced annually in the home domain. For those employed continuously through next year, as well as those employed mid-term, all should receive salaries appropriate to the servants' status. Of course, there should be no unreasonable practices. If there are those who desire high salaries exceeding their proper status, or who feign illness and do not comply with their master's wishes, such matters should be carefully considered and reported in detail to the inspectors. There should be strict measures imposed after thorough investigation.
　One: If there are those who have been dismissed through mutual agreement with their master, they should announce their employment with samurai households, and if notification comes from the other party, they should be presented. Of course, if they have not been dismissed, they should not be presented. However, if the 10th day of next month passes, documents regarding surplus personnel should be submitted to the accounting office.
