者其主人ゟ其品を書付其支配へ相達候はゝ可指置筈に候家来之者共願申候共不
遂吟味無作と断書差出申間敷事
右之通被仰出候上は下々高給を望奉公人抱不申面々へは百姓召仕候様に被仰出候惣而我
儘仕者有之は相知次第急度御仕置に可被仰付旨に候右之趣面々家来共へ堅可被申

○面々召仕候家来給金之儀前々御触之趣も候へ共年々高給に相聞候に付別紙之通今度被

右は去ル廿日於御前荒川助右衛門へ被仰聞候は当暮ゟ新金銀に改り候へは来春下々出替之節
高給望可申様に被為聞召候間来春御触出シ若我儘成者も有之候はゝ急度申付高
給望不申様に可申付旨被仰出に付例年之通正月十一日御触差出候得共其節は大概奉公人内
証に而入替申約束も相極候間当年中に御触差出可然奉為候旨申上置其後右案文御家老
中入披見其以後御覧相済右之通御触差出之

一当春出替之節下々高給に不召抱様に度々相触候処今以下々高給を望有附を見
合罷在候様に相見得候此段は奉公人共申合仕趣に候奉公人之内高給を望候者頭取仕者も
有之様に相聞不届之事に候下々給銀旧冬相触之通乾金之積を以可召抱候奉公人に
より給銀高下可有之事に候得共当春迄之給銀を承其上主人見聞次第少々之増減
に而可召抱候御定之通構も無之哉先主へ相届候節猶又給銀之員数をも可承候若
奉公人先主に而之給銀を偽申品之者候はゝ早々目付中へ可被相達候急度御仕置に可
被仰付候自然主人存違に而家来を不便に存当春迄召仕候給銀を尋来候方へ過を
申遣儀有之候はゝ以後主人可為越度候何様之奉公人に而も給金銀弐両壱歩を可限候年
々奉公人高給に成候儀主人可致難儀儀に付度々御触被指出候処面々其程思慮無之
奉公人我儘を申又は高給之手立を仕候者を等閑にいたし候事堅有之間敷事に候間
面々此旨を被存不届者は早々目付中へ可被相達候以上

年中、町方はその町の区域内、在辺(農村部)はその村より外へ、固く出てはならない。自然とやむを得ない用事があって引き込んだ者は、その主人からその事情を書き付けて支配へ届け出れば、指し置くことができるはずである。家来の者共が願い申し出ても、吟味を遂げずに、安易に断り書きを差し出してはならない。
右の通り仰せ出された上は、下々が高い給金を望むため奉公人を抱えない面々に対しては、百姓を召し使うように仰せ出された。総じて、我儘をする者があれば、知れ次第、必ず御仕置に仰せ付けられる旨である。右の趣を面々家来共へ固く申し付けること。以上 亥十二月
○面々が召し使う家来の給金の儀については、以前から御触れの趣もあるが、年々高い給金が続いていると聞こえるため、別紙の通り今度仰せ出されたので、この旨を必ず守ること。以上

右は、去る二十日に御前において荒川助右衛門へ仰せ聞かされたことには、今年暮れから新金銀に改まるとすれば、来春の下々の出替えの節に高い給金を望んで申し出るであろうと聞し召されるので、来春御触れを出し、若し我儘な者もあれば必ず申し付け、高い給金を望まないよう申し付ける旨、仰せ出された。そのため例年の通り正月十一日に御触れを差し出すつもりであったが、その時節にはおおよそ奉公人は内証にて入れ替えの約束も決まっているため、当年中に御触れを差し出すのが然るべきであると申し上げた。その後、右の案文を御家老中に回覧させ、その後御覧が済んだ上で右の通り御触れを差し出したものである。

一当春の出替えの節、下々を高い給金で召し抱えないよう度々触れてきたところ、今もって下々が高い給金を望み、召し抱え先を見合わせて待機しているようにみえる。この段は奉公人共が申し合わせてしている趣であり、奉公人の内に高い給金を望んで頭取を務めている者もいると聞こえ、不届きなことである。下々の給銀は昨年冬に触れた通り、乾金の積もりをもって召し抱えること。奉公人によって給銀に多少の差はあってよいが、当春までの給銀を確認した上で、主人が見聞した通りに、少々の増減をもって召し抱えること。御定めの通りに差し支えないかどうか、前の主人へ届けた節に、なお給銀の金額も確認するべきである。もし奉公人が前の主人での給銀を偽って申す者があれば、早々に目付中へ届け出ること。必ず御仕置に仰せ付けられる。また、自然と主人が思い違いをして、家来を不憫に思い、当春まで召し使った給銀を尋ねて来た方へ余分を申し遣わすことがあれば、以後その主人の落ち度となる。いかなる奉公人であっても、給金銀は二両一歩を限りとすること。年々奉公人の給金が高くなることは主人にとって難儀なことであるため、度々御触れが出されてきたところ、面々がその程度の思慮もなく、奉公人が我儘を申し、または高い給金を取ろうと手立てをする者を等閑にしていることは、固く有ってはならないことである。面々この旨を心得て、不届きな者は早々に目付中へ届け出ること。以上

Throughout the year, those in the town districts must not leave their respective town areas, and those in rural areas must not leave their villages without strict reason. Those who have withdrawn from service due to unavoidable circumstances may remain in that status if their master submits a written statement of the circumstances to the relevant authority. Even if household servants make requests, no dismissal documents are to be issued carelessly without proper investigation.
In accordance with the above orders, those among the retinue who, on account of servants demanding high wages, have chosen not to engage servants, have been ordered to employ farmers instead. In general, if there are those who act selfishly, they shall be subject to punishment as soon as it becomes known. ○Regarding the wages of servants employed by each household, while there have been previous notices on this matter, it is heard that wages have been rising year after year. The above is regarding what was conveyed to Arakawa Sukeemon in the presence of His Lordship on the 20th of last month: since the currency was to change to new gold and silver from this year's year-end, His Lordship anticipated that at the time of the spring servant changeover, servants would begin demanding higher wages. Accordingly, it was ordered that a notice be issued in the spring, and that any who act selfishly be firmly instructed not to demand higher wages. It was initially intended to issue the notice on the 11th day of the first month as usual, but since by that time most servants would have already privately arranged their next placements, it was submitted that it would be more appropriate to issue the notice before the year's end. Thereafter, the draft notice was circulated among the senior councillors for review, and after His Lordship's inspection was completed, the notice was issued as described above.

Memorandum
One: Although notices have repeatedly been issued that lower-ranking servants should not be engaged at high wages at the time of the spring changeover, it still appears that lower-ranking servants are demanding high wages and holding back from taking positions while they wait for better offers. This appears to be the result of servants conspiring among themselves, and it is heard that some among the servants are acting as ringleaders in seeking high wages, which is utterly outrageous. Lower-ranking servant wages are to be set in dry gold equivalents, as notified last winter. While there may be some variation in wages depending on the individual servant, masters should confirm what wages were paid up until this spring and engage servants with only slight adjustments as they see fit. To ensure compliance with the established regulations, masters should also confirm the amount of wages when the servant reports to their previous master. If there are servants who misrepresent the wages they received from their previous master, this should be reported to the inspectors without delay, and punishment will be imposed. Furthermore, if a master, out of misguided sympathy for their servant, sends an excess amount to the inquiring party concerning wages paid up until this spring, that master shall henceforth be held accountable. Regardless of the type of servant, wages are to be limited to two ryō and one bu. Because the annual rise in servant wages causes hardship for masters, repeated notices have been issued on this matter. It is strictly impermissible for members of the retinue to remain unconcerned while servants make selfish demands or scheme to obtain higher wages without due thought. Each household must understand this intent and promptly report any wrongdoers to the inspectors. The above.

Additionally: Unlike in normal years, there are no signs whatsoever of servant movement this year. Therefore, if any member of the retinue releases their current servant on the 2nd day of the 2nd month and finds themselves without help, they may simply continue to employ the same servant as before. However, if a servant has indicated their intention to go to a new master and has given proper notice, they should be released. If no replacement is available and it would cause hardship to the household, they may continue in employment as described above.
