とらへかたき病犬は即時に打殺候事遠慮有間敷候右之通弥被相意得

（前丁より続き）御家中の者、その他の者が飼っている犬であっても、見つけ次第すぐに捕らえて繋いでおくこと。もし捕らえることが難しい病犬は、ただちに打ち殺すことを遠慮しなくてよい。右の通りをしっかりとご承知おきの上、面々の家来末々の者へもその旨を申し付けてください。以上。
七月八日 各中 追って組へ～ 目付中
◯この間、波々伯部八左衛門（はははかべ はちざえもん）が御目付衆宛てに「惣御家中」と書いた落書きがあり、波々伯部九兵衛門の家に張り出されていたので、皆が見た上で（上役に）申し達しました。お聞きになったところ、もしご為になることであれば、それぞれ申し達す筋もあるところですが、侍がすることとは思し召されず、末々の者が行ったことであろうとのことです。御家中の家来にもそのような者がいることですから、今後このような落書きなどは、慰みのためであっても（兼ねてより）行わないはずのことですので、支配の各所、尤も家来共へもそれぞれ申し付けるのが然るべきことです。「惣御家中」と書き付けにあることから、一統に心得させるようお申し聞かせよとのことで、御家老中より仰せ渡されましたので、面々においてその意をお含みくださるようにお達しください。以上。

◯火の用心について、以前より仰せ出されており、夜廻り・風廻り等、その他支配の各所においても念を入れて申し付けていることです。さらに、他国においても盗賊・火事の沙汰があり、当御国においても盗賊の沙汰があるとのことが上聞に達し、ご心配になられていますので、油断なくいっそう念を入れて申し付けるよう、江戸表において仰せ出されたことですから、面々においてその旨をご承知おきください。以上。

右の趣につき、夜廻り・風廻りの面々並びに支配頭の面々へも、それぞれ念を入れるよう仰せ出されている。
◯火の用心については毎度仰せ出されていることですが、この頃天気が続いて乾燥が激しい（はしやき強い）ので、格別に面々油断なく申し付けること。なお、蚊薫し（かいぶし）等の火の元についても、十分に念を入れて申し付けるよう、とのことです。以上。

寛保二戌年（1742年）
◯御家中の奉公人については、前々より給金の定めがあるにもかかわらず、近年奉公人が高給を受けるようになったため、主人がやむを得ない了見をもって召し抱えているように聞き及んでいます。今度厳しく御倹約を仰せ出されましたことにつき、向後はなおもって、江戸表へ召し連れる奉公人をはじめ、定められた給銀をもって召し抱えること。尤も、草り取・中間に準じた軽い奉公人を召し置くことについても同様です。御国において召し使う奉公人についても、さらに了見（倹約の趣旨を踏まえた思案）をもって対処すること。以前から召し使っている者共へも、この段を急度（きっと）申し付けること。

(Continued from previous folio) Even if a dog belongs to a member of the domain household or to any other person, upon sighting it, it should immediately be caught and tied up. If a sick dog is too difficult to catch, there is no need to hesitate in killing it immediately. Please thoroughly understand the above and instruct all retainers and their subordinates down to the lowest ranks accordingly. Respectfully.
7th Month, 8th Day To All Units Addendum: [to unit supervisors]～ Inspector Corps (Metsuke-chū)
◯ Recently, a written placard addressed to the inspectors (御目付) reading "To All Members of the Domain Household" (惣御家中) was found posted at the residence of Hahakabe Kurobēmon, having been written by Hahakabe Hachizaemon. After all had read it and it was reported upward, it was noted that if it were of benefit to the domain, there might be channels through which it could be communicated, but it was not considered the conduct befitting a samurai, and is likely the work of lower-ranking individuals. As there are such persons among the retainers of domain members, from this point forward, such written placards and the like should not be produced even as a form of amusement (and indeed ought not to have been). It is therefore appropriate that instructions be given to supervisors at each level and to their subordinates as well. As the placard was addressed to "All Members of the Domain Household," the Senior Elders (御家老中) have issued an instruction that all be informed. Please convey this so that each person may take note accordingly. Respectfully.

◯ Regarding fire safety: as has been previously ordered, night patrols, wind patrols, and similar measures have been put in place and strictly enforced by supervisors at each level. Furthermore, it has come to the attention of the domain lord that there have been reports of thieves and fires in other provinces, and that there have also been reports of thieves in our domain, causing him considerable concern. Therefore, it has been ordered from Edo that all persons remain vigilant and take further precautions without negligence. Please make note of this accordingly. Respectfully.
5th Month, 2nd Day To All Units Addendum: [to unit supervisors]～ Inspector Corps (Metsuke-chū)
In connection with the above, it has been ordered that those on night patrol and wind patrol, as well as supervisory heads, should each take additional precautions.
◯ Regarding fire safety: although notice has been given on numerous occasions, as the dry weather has continued and become particularly severe (hashiyaki tsuyoshi) of late, all persons should take especially careful precautions without negligence. Furthermore, please instruct all to take thorough care with fire sources such as mosquito-repellent fumigation (kaibushi). Respectfully.

The above notice was issued because dry weather had continued for thirty-three consecutive days.
Kanpō 2nd Year, Year of the Dog (1742)
◯ Although regulations governing the wages of servants employed by domain members have long been in place, it has been heard that in recent years servants have come to receive high wages, and that masters have been employing them at such rates as a matter of unavoidable judgment. As strict economy measures have now been ordered, from this point forward, servants brought to Edo and all others shall be employed at the stipulated wage rates. This likewise applies to the employment of light-duty servants (草り取・中間 and equivalent ranks). Servants employed within the home domain should also be managed with further prudent consideration. Please also strictly instruct those servants already in your employ regarding this matter.
