御代替に付前々ゟ被仰渡候町人百姓共諸奉公人へ対不礼無之様猶
又町四郡府中等へ相触之
◯侍中并諸奉公人へ対し百姓町人共不礼仕間敷段先年ゟ度々相触候処近年
猥成儀有之様に相聞候依之今度又々被仰出候間百姓は其村之庄屋共町人は
其町之庄屋役人往還之宿々は問屋共かたに写置末々之者兼々其段相心得候
様急度可申渡候
一御城下へ立入候百姓共侍中并諸奉公人へ行逢候はゝ道を除随分不礼無之様

一、寛延三午年
御代替わりにつき、以前より仰せ渡されている町人・百姓たちの諸奉公人に対する無礼のないよう、改めて町・四郡・府中などへ通達する。
○侍および諸奉公人に対して、百姓・町人が無礼を働いてはならないという旨は、先年より度々通達してきたところであるが、近年またも乱れた振る舞いがあると聞き及んでいる。よって今回また改めてお達しがあったので、百姓はその村の庄屋、町人はその町の庄屋・役人、街道の宿場においては問屋のもとに写しを置き、末々の者たちが常日頃からこの旨を心得るよう、厳しく申し渡すこと。
一、城下に立ち入る百姓たちは、侍および諸奉公人と道で行き逢ったならば、道を脇へ退き、十分に無礼のないようにすること。
一、武士の屋敷や町方へ牛馬を引いて立ち入る百姓たちは、牛馬の口（手綱・鼻綱）を取り、往来の者の妨げにならないようにすること。
附：牛馬を繋いでおく場合は、往来の者の妨げにならないよう気をつけること。
一、侍が鷹野・川狩などに出かける際に行き逢う往来の百姓・町人は、無礼のないようにすること。
附：往来の細い道で侍に行き逢ったならば、牛馬の口を取り、片側へ寄って慎むこと。
一、城下に立ち入る百姓たちで不浄の類（汚物・糞尿など）を持ち運ぶ者は、侍および諸奉公人に行き逢ったならば、

できるだけ脇へ寄って慎み、通り過ぎること。とくに小路や細い道においては、なおのこと往来の者の妨げにならないようにすること。
一、城下の町屋の見世先（店先）に乱りに腰を掛けてはならない。とくに侍が往来する折には、乱れた振る舞いのないようにすること。
一、国中の往還（街道）においては、他国・他領の侍はもちろん、軽い奉公人であっても、百姓・町人および問屋・馬方等に至るまで、無礼のないようにすること。
一、城下に立ち入る御料（天領）・他領の者たちの中には、町人のもとへ売買のために気安く立ち入り、定宿を持つ者もあろう。そのような者たちには、かねてより法式（規定）の趣旨をよく申し聞かせておき、無礼のないようにすること。万一これに背く者があれば、たとえ御料・他領の者であっても御沙汰（処罰）に及び、その定宿の者たちも連帯して過怠（処罰）を受けることになる。
右の条々について、今回また改めてお達しがあったので、もし背く者があれば、厳しく曲事（罰則）に仰せ付けられるものである。

Item, Kan'en 3, Year of the Horse:
On the occasion of the change of domain lordship, the previously issued ordinance regarding commoners (townspeople and farmers) showing proper respect toward domain officials and retainers is hereby re-promulgated and communicated to the towns, the four districts (gun), Fuchū, and other areas.
○ It has been communicated on repeated occasions in prior years that farmers and townspeople must not behave disrespectfully toward samurai and other domain retainers. However, it has come to our attention that in recent years improper conduct has again been occurring. Therefore, this directive is hereby issued once more. A copy is to be kept with the village headman (shōya) for the farmers, with the town headman and officials for the townspeople, and with the transport agents (toiya) at post stations along the highways. It is to be strictly communicated so that all people of lower station will habitually understand and observe this regulation.
Item: Farmers who enter the castle town, upon encountering samurai or other domain retainers on the road, shall step aside and ensure they conduct themselves with all due respect.
Item: Farmers who lead cattle or horses into the residences of samurai or into the town shall take hold of the animals' reins/halters and ensure they do not obstruct those passing along the road.
Addendum: When cattle or horses are left tied up, they shall be secured in such a way as not to obstruct those passing along the road.
Item: Farmers and townspeople travelling along the roads who encounter samurai setting out for falconry or river hunting shall conduct themselves with all due respect.
Addendum: On narrow roads and lanes, upon encountering samurai, one shall take hold of one's cattle or horse by the halter and move to the side of the road in a respectful manner.
Item: Farmers who enter the castle town while carrying night soil or other unclean materials, upon encountering samurai or other domain retainers, shall

move as far to the side as possible and pass by in a respectful manner. Particularly on back streets and narrow lanes, they shall take extra care not to obstruct those passing along the road.
Item: One shall not casually sit or lounge in front of the shops in the castle town's merchant quarters. Particularly when samurai are passing by, all conduct shall be orderly and proper.
Item: On the highways throughout the domain, not only toward samurai from other domains and territories, but even toward those of lower servant status, farmers, townspeople, transport agents, horse handlers, and all others shall show proper respect and conduct themselves without rudeness.
Item: Among those from shogunal lands (goryō) and other domains who enter the castle town and engage in commerce — visiting townspeople's establishments with familiarity and maintaining regular lodging houses — the rules and regulations are to be explained to them thoroughly in advance so that they conduct themselves without rudeness. Should any person violate these rules, even if they are from shogunal lands or another domain, they shall be subject to punishment, and the operators of their regular lodgings shall likewise bear responsibility and be penalized.
The above articles have been issued once more by renewed directive. Should any person be found in violation thereof, they shall be subject to strict punishment.
