Item, Hōreki 1, Year of the Sheep (1751):
Memorandum of Oral Communication — Retained on the 28th day of the 1st month of the same year. Regarding the said fundraising campaign: each member of the domain retinue is to submit a share of four *bu* in silver to the domain treasury office within two days.
○ In connection with the petition by Genjōin for a fundraising campaign (kanka), it has been decreed with the approval of the shogunate that amulets for protection against lightning and smallpox may be distributed. Accordingly, those among the domain retinue who wish to receive these for devotional purposes may do so upon payment of twelve *dō* (copper coins). Please ensure this is communicated to all persons under your administration, down to the lowest levels. That is all.
18th day of the 3rd month The Inspectors (Metsuke)
○ The austerity measures issued beginning in the previous Year of the Rabbit are for a period of five years, and this year marks the completion of that term. However, it has come to our attention that the domain's finances remain severely strained and that the domain retinue continues to suffer hardship. Due to the difficult times, adequate relief has not been forthcoming. Therefore, during the period covered by the regulations, all persons are to strictly observe the written directive issued in the previous lord's Year of the Dog, exercise prudent economy, manage their own finances, and devote themselves to their duties in service — this is of the utmost importance. The domain's finances have become extremely strained this year, and a further strict written directive on austerity has now been issued to the post-retirement administrative office (ato-yakusho). Given these circumstances, petitions for loans (haishaku) and the like will be difficult to grant in the current period. Please be aware of this. While there may be unavoidable cases during the period in which full observance proves difficult, now that this directive has been issued in written form, strict adherence to austerity is required from this point forward. That is all. — 29th day of the 3rd month.
*[Marginal note in double columns: Pursuant to this written directive having been issued, as there were matters that proved difficult to implement when the directive was previously issued in prior years, and as certain articles were subsequently granted special exemptions, the following supplementary notice has been submitted — after consultation with the senior elders (karō) — for the awareness of all concerned, in the form appended separately, as shown below.]*
**Addendum**
Item: Regarding the matter of retinue escorts for domain retainers:
To be observed in accordance with the written directive issued in the Year of the Dog.
Item: Regarding the matter of residential construction:
**[Left Page]**
Same as the above. However, regarding all construction — whether main residences, tenement rows, or any other buildings — not only new construction goes without saying, but even repairs and renovations must be reported with the details of such work.
Item: Regarding the matter of clothing:
Same as the above. However, formal upper and lower garments (*kamishimo*) bearing family crests are permitted. Moreover, *ro* (open-weave silk) and *hirasarashi* (plain-bleached cloth) that have been used with one's own family crest may continue to be used for the time being. Lined formal *kamishimo*, haori jackets, hakama trousers, *kaerukata* (a type of sleeveless garment), summer hakama, and the like shall be observed as previously directed. Retired persons, physicians' *jittoku* coats, summer haori jackets, and similar items — these too may be worn if they are old items already on hand. For women of higher-ranking households, even if their plain-bleached *katabira* garments have minor stitched embellishments, this is acceptable provided it is not conspicuous. As for sashes (obi), existing items already on hand are a separate matter; all other clothing is to be strictly observed in accordance with the regulations.
Addendum: The katabira garments and sashes of female servants are likewise subject to the above; using old items for the time being is acceptable.
Item: Regarding the matter of hosting and entertainment (furumai):
Same as the above. However, on occasions such as farewell sendoffs, selection ceremonies, reception gatherings, coming-of-age ceremonies (genpuku), hakama-donning ceremonies, and similar events, should the hour grow late, it is acceptable under the regulations to serve a meal of hot water over rice (yuzuke) as refreshment. Furthermore, gatherings of associates and other assemblies, being for the purpose of fostering harmony and goodwill within local communities, may be held in accordance with the said regulations.
Addendum: Drinking parties and licentious entertainments are strictly prohibited.
Item: Regarding the matter of gifts (immotsu):
Same as the above. However, when retired persons, wives, or children make unavoidable visits to offer condolences or well-wishes, items brought as gifts — such as light confections brought between parents and children or between siblings — are to be treated as a separate matter (i.e., exempted).
Item: Regarding the matter of various household goods and implements:
Same as the above.
Item: Regarding the matter of wedding ceremonies:
Same as the above. However, when people gather to assist with a wedding ceremony and the hour grows late, it is acceptable under the regulations to serve hot water over rice (yuzuke) as refreshment.
