諸物頭殿
但右者今般/(三月十四日)御金御拝領被遊候ニ付恐悦可申上旨御家老中ゟ御廻文到来依之拙者共御家老中
迄廻勤候且亦末々迄も不洩様可申聞旨ニ付右之通諸物頭へ及通達候
口達之覚
◦此度重キ被仰出有之ニ付寅年被 仰出候通無心得違万端倹約之儀猶以一統了簡も
可有之且亥年被 仰出候上下并絝等之地合勘弁ニも可相成儀ニ付有合之古キ品者御用捨
之旨ニ候処相弛候と心得候族も有之様相聞甚了簡違之事ニ候衣服其外共ニ不相分儀者
御目付共へ承合可申猶亦寅年之趣を以為心得可相達置旨ニ候間左之通可被得其意候

一絹上下郡内平絝之類去亥年被 仰出候通有合古キ品者不苦候
一衣服之儀第一綿服相用可申候太織紬之分是迄之通ニ候尤紬ニ而絹ニ紛敷地合之分堅
無用
一婦人之衣服綿服相用可申事ニ候得共有合絹類不苦候帷子絹縮之類無用ニ候帯ハ縮緬繻子
紗綾等不苦候腰からげ右ニ准シ可申事
一婚礼当日嫁之装束者格別其余者前條之通相用可申事
一参会并音物贈答之儀前々被仰出候通堅相守可申事
一組手代以下着類分限不相応之族も相見得候頭支配ゟ急度可被申付候下帷子或ハ絹
肩衣等以後決而無用ニ候四季装束万事右ニ准シ可申候

◦火之元之儀度々被仰出候得共天気続風立はしやき強候間面々火之元無油断厳敷可被申付旨ニ候
此段末々之者へも急度可被申付候若胡乱成者見請候ハヽ其所ニ捕置早速御目付共へ可被相達事
ニ候捕違等有之段ハ不苦候江戸留守ニ而ハ無人候事ニも候へハ隣家ゟ心を附可被申候右之趣改而被仰出候間家
来末々迄厳重ニ可被申付旨ニ候間可被得其意候以上

(但し、右は今般〔三月十四日〕御金を御拝領遊ばされ候につき、恐悦申し上ぐべき旨、御家老中より御廻文到来、これにより拙者共御家老中まで廻勤候。かつまた末々まで漏れなく申し聞かすべき旨につき、右の通り諸物頭へ通達に及び候。)

**口達の覚**
・此度、重き仰せ出しがあるにつき、寅年に仰せ出された通り、心得違いなく万端倹約の儀、なおもって一統(皆)心得を持つべきである。かつ亥年に仰せ出された上下(かみしも)並びに袴等の地合(生地)の勘弁(選び方の配慮)にも関わることであるから、手持ちの古い品物については御用捨(大目に見る)との旨であるところ、それをもって規制が緩んだと心得る者もいる様子と聞き及び、甚だ心得違いのことである。衣服その他ともに判断しかねることは御目付共へ問い合わせるべきこと。なおまた寅年の趣旨をもって心得させるよう達し置くべき旨であるから、以下の通り御意得(御承知)あるべし。以上。
一、絹の上下・郡内平袴の類は、去る亥年に仰せ出された通り、手持ちの古い品物は差し支えない。
一、衣服の儀は、第一に綿服を相用いるべきである。太織・紬の分はこれまでの通りである。もっとも紬でありながら絹に紛らわしい地合のものは固く無用とする。
一、婦人の衣服は綿服を相用いるべきことであるが、手持ちの絹類は差し支えない。帷子・絹縮の類は無用とする。帯は縮緬・繻子・紗綾等は差し支えない。腰からげ(腰紐)は右に準じるべきこと。
一、婚礼当日の嫁の装束は格別(例外)とし、その余は前条の通り相用いるべきこと。
一、参会(会合・宴席)並びに音物(贈り物)・贈答の儀は、前々に仰せ出された通り固く守るべきこと。
一、組手代以下の者の着類(衣服)について、分限(身分・収入)に不相応の者も見受けられる。頭(上役)支配よりきっと申し付けること。下帷子あるいは絹肩衣等は今後決して無用とする。四季の装束万事、右に準ずるべきこと。
但し、江戸詰の節は時宜(その場の状況)によるべき事。

・火の元の儀については度々仰せ出されているが、天気続き(晴天続き)で風が立ち、枯れ草が強く(乾燥している)候(ある)間、面々火の元を油断なく厳しく申し付けるべき旨である。この段、末々の者へもきっと申し付けるべきこと。もし胡乱(怪しい・不審な)者を見受け候わば、その所に捕え置き、早速御目付共へ申し達すべきことである。捕り違い等があったとしても差し支えない。江戸留守(江戸在番不在)にて人が少ないことでもあるから、隣家より気をつけるよう申し付けること。右の趣改めて仰せ出され候間、家来末々まで厳重に申し付けるべき旨であるから、御意得あるべし。以上。

一、江戸・御国ともに御家中侍中より末々まで、拝領御擬作(知行に代わる扶持米)の外に下し置かれ候失脚金・御手当金・御褒美金の願い、此度御中老・御用人・御側初(お側初め)・小者給・御小姓へ下し置かれる金等、高(石高・給高)より半分を下し置くべき旨である。右に準じ厳しく御差略(支給の削減・切り詰め)を仰せ出され候間、左様に心得られるべし。

Accordingly, we have made our rounds to the Senior Councillors, and as we have also been instructed to ensure that this information reaches all subordinates without exception, we hereby communicate the following to all unit commanders.)

**Record of Verbal Notice**
Regarding this newly issued important directive: as was declared in the Year of the Tiger, everyone is to be fully aware, without any misunderstanding, of the need for frugality in all matters. Furthermore, since this relates also to the consideration of fabric quality for formal dress (kamishimo) and hakama as declared in the Year of the Boar, older items already in one's possession were to be overlooked (permitted). However, it has come to our attention that some individuals have construed this to mean that the regulations have been relaxed — this is a most grievous misunderstanding. Regarding attire and other matters where judgment is unclear, inquiries should be made to the Inspectors (Metsuke). Furthermore, it is directed that the purport of the Year of the Tiger declaration be communicated and instilled in all. Accordingly, please take note of the following. The above.
1. Regarding silk formal dress (kamishimo) and Gunnai-hira hakama and the like: as declared in the Year of the Boar, older items already in possession are permissible.
2. Regarding clothing: cotton garments are to be used as the primary choice. Coarse woven fabrics (futaori) and tsumugi (pongee silk) remain as before. However, tsumugi that is difficult to distinguish from refined silk in terms of fabric quality is strictly prohibited.
3. Regarding women's clothing: cotton garments are to be used; however, silk items already in one's possession are permissible. Katabira (summer robes) and silk-crepe garments are prohibited. Belts (obi) made of chirimen (crepe), shusu (satin), sha-aya (gauze weave), and the like are permissible. Waist ties (koshi-karage) are to follow the same rules.
4. On the day of a wedding, the bride's ceremonial dress is to be treated as an exception; all other attire is to follow the preceding articles.
5. Regarding gatherings (social meetings and banquets) and the exchange of gifts, the rules previously declared are to be strictly observed.
6. Among group deputies (kumi-tedai) and those below them, some individuals have been observed wearing clothing inappropriate to their means and status. Superiors and group supervisors are to issue strict instructions on this matter. Underkimonos (shita-katabira) or silk sleeveless jackets (kinu-kataginu) and the like are henceforth absolutely prohibited. All seasonal attire is to follow the above rules in every respect.
Note: When on duty in Edo, this is to be applied according to the circumstances of the time.

Although there have been repeated directives regarding fire safety, as fine weather has continued, winds have been rising, and vegetation is particularly dry, each person is to ensure that fire safety at their premises is strictly enforced without any negligence. This matter is to be firmly communicated to all subordinates as well. Should any suspicious individuals be spotted, they are to be apprehended on the spot and the Inspectors (Metsuke) are to be notified immediately. Even if there are errors in apprehension, this will not be held against you. As the Edo residence is currently without its lord and thus short of personnel, neighboring households are to be vigilant and mindful. As the foregoing has been newly declared, ensure that all retainers, down to the lowest rank, are strictly instructed accordingly. The above.

**Verbal Notice**
1. For all domain members, both in Edo and in the home domain, from samurai retainers down to the lowest ranks: regarding petitions for supplementary payments (shikkaku-kin / failure-to-perform allowances), emergency allowances (o-teate-kin), and commendation payments (o-hobi-kin) granted beyond the standard stipend (gigi-saku); this now also applies to payments granted to Middle Elders (Chūrō), Councillors (Yōnin), personal attendants (o-soba-hajime), manservants' salaries (komono-kyū), and pages (o-koshō). Henceforth, all such payments shall be reduced to one-half of the regular stipend level. A strict order for reductions (sashiryaku) has been issued in accordance with the above; please take note accordingly.
Note: Supplementary failure-to-perform allowances (shikkaku-kin) granted in lieu of the standard stipend (gigi-saku) on an interest-free temporary employment basis are exceptional; however, even these will be issued only after due examination… (continued on next page)
