Attached Note (Otsukefuda): This matter shall be as inquired. On the 7th day of the 12th month, in the chief retainers' room (karō beya) at the lord's residence, the monthly duty chief retainer (tsukiban karō), Honda Minbu (Dōkō), conveyed the following proclamation: Regarding the House Regulations (okajō): At the time the succession to the headship of the domain (okатoku) was proclaimed last year, the regulations were duly communicated to all persons within the home domain. However, as they have not yet been communicated to those stationed permanently in Edo (jōfu no menmen), they are hereby directed to convey the House Regulations to each person concerned, instructing them to strictly observe them in accordance with the rules handed down through successive generations. Furthermore, now that the lord's authority and prestige (oimikō) grow ever more elevated, there is a risk that some, through misunderstanding of proper conduct, may behave discourteously toward others outside the domain. As the late lord (osentai-sama) also made proclamations on this matter, all persons should, on the contrary, conduct themselves with even greater humility and restraint. In addition, as was previously communicated orally by the inspectors (metsuke), gatherings of friends within the estate grounds are to be conducted modestly and in accordance with the prescribed regulations, with each meeting being held in a spirit of harmony and friendship. However, with regard to instances where persons go beyond the estate gates and visit places of leisure or amusement and are found to have behaved improperly: during the lifetime of the late lord, the inspectors would report such matters in confidence to the lord, and after receiving acknowledgment, there were occasions when pardons were granted according to his wishes. At present, when the inspectors bring such matters to our attention, [it shall be dealt with] in accordance with the great regulations (odaihō)... [Page ends here — text continues on the next page]
