お礼回りは後日に行うことにし、この件については町代から直接取り扱われることになった。

全国の酒造について、酒造業者はもちろんのこと、休業している株主や、その他商売をしていない者でも自由に酒造を行ってよい旨を文化三年（寅年）に触れ出したところ、その寅年から始まった休業株主および商売をしていない者の酒造については、追って指示があるまで厳重に禁止すべきである。
右の趣旨について、御料地・私領・寺社領すべてに漏れなく早急に触れ出すべきである。

右の通り幕府からの書付が出されたので、町中に触れ出すべきである。以上

Regarding sake brewing throughout the provinces, it was announced in Bunka 3 (Year of the Tiger) that not only sake brewers but also those with dormant brewing licenses and others not engaged in business could freely engage in sake brewing. However, concerning the sake brewing by those with dormant licenses and those not engaged in business that began from that Tiger year, this shall be strictly prohibited until further notice.
The above matter should be promptly announced without exception to all imperial lands, private domains, and temple/shrine territories.
