葛飾郡之筆記上　　　　　　古松軒草稿
葛飾郡は武蔵国の風土記亦類聚鈔にも無し下総国に
かさい郡を記しあり文字の違ひはあれ共当国の葛飾
郡は下総国の分郡なるべく江戸砂子の説信しかたし
さて此郡に入ては足立郡よりも勝れて風土よく貧しく
見ゆる家居更になく小家といへ共屋根《見せ消ち：板｜いた》まず壁落ず
土民とは称しかたし地所の田畑に御仁政ありてのこと
なるべし暮〳〵も有かたきこと也

葛飾郡は武蔵国の風土記や類聚鈔にも記載がない。下総国に「かさい郡」を記してあるが、文字の違いはあるものの、当国（武蔵国）の葛飾郡は下総国の分郡であろう。江戸砂子の説は信じがたい。

さて、この郡に入ると足立郡よりも優れて風土が良く、貧しく見える家は全くなく、小さな家といえども屋根は立派で壁も崩れていない。土民とは呼びがたいほどである。これは地所の田畑に仁政が行き届いているからであろう。まことにありがたいことである。

Katsushika District is not mentioned in the Fudoki (topographical records) of Musashi Province or in the Ruijū-shō. There is a record of "Kasai District" in Shimōsa Province, and although the characters differ, the Katsushika District of our province (Musashi) is likely a subdivided district from Shimōsa Province. The explanation in Edo Sunago is hard to believe.

Upon entering this district, the natural conditions are superior even to those of Adachi District, with no houses appearing poor at all. Even the small houses have fine roofs and walls that have not crumbled. The residents can hardly be called mere peasants. This must be due to the benevolent governance applied to the rice fields and farmland in the area. It is truly a most grateful situation.
