　□□んか川の埋りて高くなりしは高水の時には村〳〵
　の難儀となるものなれはせめてはかゝる旱魃としに川
　水の高く流るゝを以てやす〳〵と水を踏入れ米一粒も
　地の利をうしなわざる才覚有度もの也西葛西の地は
　水損の難は救ひかたく旱損の難は決て無所なり
　利根川といふ大河の鼻の先へ流し旱損さして地の
　利を取らぬといふといふは下民の諺にいふ籾を貯て飢渇
　せしに同し身の汗をしぼり草苅耕し民の労せし
　心根を察せは見るもこゝろならす目をふさき通しこと也

　　按に出水の高下は人事として計る屋きにあら
　　されはすくひかたし旱魃の後年に至る迄
　　すくふべき地のすし此地におゐて幾筋も有所也

　星住山善養寺新儀の真言地にて末寺卅一ヶ寺
　の本寺にて御朱印拾石本尊地蔵菩薩庭に不動
　堂もありて境内も広〳〵とせし能寺也此寺の宝物に
　星と称せるものあり舎利塔のことき塔構成塔の内に入
　てあり一見せしに奥州津軽の舎利浜より出る玉のことく

現代語訳

このように川が埋まって高くなったのは、洪水の時には村々の災難となるものであるが、せめてはこのような干ばつの時に川水が高く流れることを利用して、やすやすと水を汲み入れ、米一粒も地の利を失わない工夫があるべきものである。西葛西の地は水害の災難は救いがたいが、干ばつの災難は決してない場所なのである。利根川という大河の鼻先へ流れているのに、干ばつを恐れて地の利を取らないというのは、下民の諺にいう「籾を貯えて飢え渇いた」のと同じである。身の汗を絞り、草刈りや耕作をして民が労苦した心根を察すれば、見るのも心苦しく、目をふさいで通り過ぎることである。

　　考えるに、出水の高低は人事として計るべきものではないから救いがたいが、干ばつは後年に至るまで救うべき地の筋がこの地においていく筋もある場所である。

星住山善養寺は新義の真言宗で、末寺三十一ヶ寺の本寺であり、御朱印十石、本尊地蔵菩薩、庭に不動堂もあって、境内も広々とした立派な寺である。この寺の宝物に「星」と称するものがあり、舎利塔のような塔で構成され、塔の内に入っている。一見したところ、奥州津軽の舎利浜より出る玉のようである。

The fact that the river has become elevated due to sediment accumulation becomes a disaster for villages during floods, but at least during droughts like this, one should devise ways to easily draw water by taking advantage of the river flowing at a high level, ensuring not even a single grain of rice loses the benefit of the land. The area of Nishi-Kasai is difficult to rescue from flood damage, but it is a place that never suffers from drought damage. Despite flowing near the mouth of the great Tone River, fearing drought and not utilizing the land's advantages is like the common people's proverb about "storing unhulled rice yet starving and thirsting." When one considers the dedication of the people who squeezed sweat from their bodies, cut grass, and tilled the fields, it is too painful to watch and one must close their eyes and pass by.

　　Upon reflection, while the height of floodwaters cannot be calculated as a human affair and thus is difficult to remedy, for droughts there are several methods to provide relief in this area that can be applied for years to come.

Seijūzan Zen'yōji is a Shingon temple of the New Doctrine school, serving as the head temple for thirty-one branch temples, with a vermillion seal income of ten koku, and Jizō Bodhisattva as its principal deity. It has a Fudō hall in its garden and is a fine temple with spacious grounds. Among this temple's treasures is something called "hoshi" (star), constructed like a relic pagoda with the object housed inside the tower. At first glance, it resembles the jewels that come from Shari Beach in Tsugaru, Ōshū.
