　堤の所替をして少しも置土をするのみの事なり
　海を遠ふからざれば悪水もよく吐溝もあり其上土質
　ねばりありて薄き堤にても他方の土と違ひて水に
　つよく惣て塘布（トテシキ）僅僅に四五間狭きは四間也洪水の
　節堤の上を越すといへ共破れ崩るゝ事さらになし
　たま〳〵切るゝことあるは土竜#1多き所にて此穴より水溢
　れて切るゝことありといふ勿論海辺にて水の勢ひもゆる
　くて崩れざる理もあるへし右記せる程のことは誰も心

　経済にうとけれはもくしはへりぬ
　　　久敷雨ふらざれは上郷通行の節は行先〳〵の
　　　稲作いたみ田場によりては白くわれし所も多く
　　　しかるに此辺にては稲の生ひ立至て見事にして
　　　大水ならざる田場は悉く水まん〳〵たり委敷尋
　　　聞くに小合村用水筋よりは一雫の水も下らすと雖
　　　満汐の時は悪水落し之溝〳〵へ利根川の水をさし
　　　入るゝことにて夫を逆水して田場へ入るゝこと故にかく

現代語訳

堤防の場所を変えて少し盛り土をするだけのことである。海を遠くないので悪水もよく排水する溝もあり、その上土質に粘りがあって薄い堤防でも他の場所の土と違って水に強く、総じて堤防の幅はわずか四、五間、狭いところは四間である。洪水の際に堤防の上を越すといっても破れ崩れることは全くない。たまたま決壊することがあるのは土竜（もぐら）が多い所で、この穴から水が溢れて決壊することがあるという。もちろん海辺で水の勢いも緩やかで崩れない理由もあるだろう。右に記した程度のことは誰でも心得ているべき所であるのに、このように捨て置いてあることは理由もあるのかと、経済に疎いので理解できずにいる。

長い間雨が降らないので上郷通行の際は行く先々の稲作が痛み、田んぼによっては白くひび割れした所も多い。しかるにこの辺りでは稲の生育が至って見事で、大水でない田んぼはことごとく水がたっぷりとある。詳しく尋ね聞くと、小合村の用水筋からは一滴の水も下らないけれども、満潮の時は悪水落としの溝々へ利根川の水を差し入れることで、それを逆流させて田んぼへ入れることから、このようになり、今の様子では豊年だと土地の人が言う。

It is simply a matter of relocating the embankment and adding a little soil. Since it is not far from the sea, there are good drainage channels for bad water, and moreover the soil has good cohesion, so even thin embankments are stronger against water than soil from other places. Generally, the embankment width is only four or five ken, with narrow sections being four ken. Even when floodwaters overflow the top of the embankment during floods, it never breaks or collapses. When it occasionally does break, it is in places with many moles, where water overflows through these holes and causes breaks. Of course, being near the sea where the water's force is gentler, there are reasons why it doesn't collapse. Anyone should understand matters of this degree, yet the fact that it is left abandoned like this may have its reasons—being ignorant of economics, I cannot comprehend it.

Since it has not rained for a long time, during travel through the upper villages, the rice cultivation suffers everywhere one goes, with many rice fields showing white cracks in places. However, in this area the rice growth is extremely splendid, and all rice fields that are not flooded are completely full of water. When I inquired in detail, I learned that although not a drop of water comes down from the Ogai village irrigation channels, at high tide the Tone River water is let into the channels for draining bad water, and this is made to flow backward into the rice fields. Because of this, the local people say that judging from the current conditions, it will be a good harvest year.
