 東葛西の通行終り尽〳〵風土の善悪を考へおもふに豊島  郡よりは足立郡の風土一段よく足立郡よりは葛《見せ消ち: 西|シカ》郡一入【別の資料「葛飾郡の入」】  宜別て東葛西の風土は大上々国の地にして百穀のそ  たち野菜物に至る迄も他国に勝れ諸木草花の色五畿  内のことく且貢も御仁政にて上方中国筋よりは寛なれば  日本第一の上地といふべし尤村によりては富饒に見ゆる有  亦左にも見へずして中には村がらのなべて宜しからざる  あり同じ風土にて同し地の利を取百姓に何の故ありて  勝劣ある事やと委敷探りて聞ば村の風俗あしく村の  中に僅三人か五人行状正しからぬものあれば悪方へは  染よくいつとなく一村の若きものも其風俗にうつりて  働に油断するのみにあらず夜遊ひの方へ落田畑の利  を取事薄く五七年のうちには地所もかれ田村へ【他村へ】所の  田畑も取られてそろ〳〵貧ほうせるとの事也何国にても  風俗のことは少しも油断あるましきもの也右に図せる所の  村々におゐては村不相応に人家も多く何としても海と川に  添ひて村行に人のしらぬ所にて地の利もとれ其上漁  家数多にて海川の利を取事少からず諸作の肥し

東葛西の巡回を終えて、つくづく風土の善悪を考えてみると、豊島郡よりは足立郡の風土が一段とよく、足立郡よりは葛飾郡が一層よい。特に東葛西の風土は最上等の国の土地であって、百穀の育ち具合から野菜物に至るまでも他国に勝り、諸木草花の色は五畿内のようであり、かつ年貢も御仁政によって上方・中国地方よりは寛大であるから、日本第一の上地というべきである。もっとも村によっては富裕に見える所もあり、また左程でもなく見え、中には村全体の様子がすべてよろしくない所もある。同じ風土で同じ土地の利益を得ているのに、百姓に何の理由があって優劣がある事かと詳しく探って聞いてみれば、村の風俗が悪く、村の 中にわずか三人か五人、行状が正しくない者があれば、悪い方へは染まりやすく、いつとなく一村の若い者もその風俗に移って、働くことに油断するのみならず夜遊びの方へ堕ち、田畑の利益を得ることが薄くなり、五、七年のうちには土地も荒れ、他村へ所有の田畑も取られて、そろそろ貧乏になるということである。どの国でも風俗のことは少しも油断があってはならないものである。右に図示した所の村々においては、村の規模に不相応に人家も多く、何としても海と川に沿って村を営み、人の知らない所で土地の利益も得られ、その上漁業の家が数多くあって海川の利益を得ることが少なくない。諸作物の肥料も

Having completed the tour of East Kazusai, when I reflect deeply on the merits and demerits of the local climate and soil, Adachi District's natural conditions are markedly better than those of Toshima District, and Katsushika District is even better than Adachi District. Particularly, the natural environment of East Kazusai consists of the finest land in the country, where everything from the growth of various grains to vegetables surpasses other provinces. The colors of trees, grasses, and flowers are like those of the Kinai region, and moreover, the annual tax burden is lenient compared to the Kansai and Chugoku regions due to benevolent governance, so it should be called the finest land in Japan. However, some villages appear prosperous, while others do not seem particularly so, and among them are some where the overall condition of the village is not good at all. Though they share the same natural environment and derive the same benefits from the land, when I inquired thoroughly into why there are differences in prosperity among farmers, I learned that when village customs are bad and there are just three to five people in the village whose conduct is improper, people easily fall into bad ways. Before long, the young people of the entire village also adopt these customs, becoming not only negligent in their work but also falling into nighttime entertainment. Their profits from rice fields and farmland diminish, and within five to seven years, their land becomes barren and their fields are taken by other villages, gradually leading to poverty. In any country, one must never be careless about customs and morals. In the villages shown in the diagram above, there are disproportionately many houses for the size of the village, and since they conduct village life along the sea and rivers, they can obtain profits from the land in places unknown to others.
