敷事
右之趣享保寛政之度并其後も相触候趣も有之候処累年世上華美ニ相成銘々身分を□
不弁立派を競ひ且又外見ハ不目立様ニ而も内実高金成品々猥ニ売買致候者共も有
之由ニ候たとへもてあそひの品々無之候而も度々触示置候儀を当座之事之様ニ相心得候より畢
竟等閑ニ成行法度を背候段不届之至ニ候併是迄之儀ハ格別之御宥免を以先御咎
之御沙汰ニ不被及条難有奉存今般厚御主意を以風俗相改り候様被仰出候儀ニ付不
軽相心得可申候尤是迄仕込置候品も可有之候ニ付来寅年ゟ急度停止たるへく条触
表之趣相背候もの有之ニおゐてハ役人相廻し遂穿鑿無用捨厳敷咎可申付候尤

多く困窮ニ至り終ニ其果ハ離散之基ニも成事ニ候間右之次第を能弁へ候様ニ可心懸候
依而自今以後遊芸歌舞妓浄瑠璃躍之類惣而芝居同様之人集メ堅制禁た
るへく候今度右之通相触候上ニも若不相止ニ於而ハ無用捨急度咎可有之者也

右の趣旨は享保・寛政の度、並びにその後も触れを出した趣旨もあるところ、累年世の中が華美になり、めいめいが自分の身分を弁えず立派さを競い、かつまた外見は目立たないようにしながら内実は高価な品々をみだりに売買する者共もいると聞く。たとえもてあそびの品々がなくとも、度々触れ示し置いた事柄を当座のことのように心得ることにより、畢竟等閑になり法度に背くことは不届きの至りである。しかしながら、これまでのことについては格別の御宥免をもって、先にお咎めの御沙汰に及ばなかったことはありがたく存じる。この度、厚い御趣意をもって風俗が改まるよう仰せ出された儀につき、軽く心得てはならない。もっともこれまでに仕込み置いた品もあるかと思われるので、来る寅年より厳重に停止とすべく、触書の趣旨に背く者がいれば役人を廻し穿鑿を遂げ、容赦なく厳しくお咎め申し付ける。もっとも紛らわしい改め方をする者、あるいは途中で往来する者を捕まえて改める儀は決してしないことである。もし右のような者がいれば、その者を留め置き、早々に訴え出ること。今より奢侈・高価の品を武家方においても誂える者がいれば奉行所へ相伺い、差図に任せること。
右の通り町々へ触れ出すので、その意を得て、総じて華美・高価な品を誂えてはならない。この度の御趣意をいよいよ厚く心得て、諸事奢りがましいことのないようにすること。
十月
▲○在々において神事・祭礼の節、あるいは作物の虫送り・風祭などと名付けて芝居・見せ物同様の事を催し、衣裳・道具等も拵えて見物人を集め、金銀を費やすことがあると聞き及び、不埒なことである。
右のような儀を生業とする者はもちろん、その他にも風儀の悪しき旅宿人あるいは河原者などを、決して村々へ立ち入らせてはならない。遊興・惰弱でよろしくないことを見習い、自然と耕作にも怠り、荒地が多くなり困窮に至り、終にはその果てが離散の基にもなることであるから、右の次第をよく弁えるよう心がけること。
よって今後より遊芸・歌舞伎・浄瑠璃・踊りの類、総じて芝居同様の人集めを堅く禁制とすべきである。この度右の通り触れ出した上にも、もし止まらない場合は、容赦なく厳重にお咎めがあるものである。
右の通り寛政十一未年に触れ出したところ、近来みだりになっている趣が聞こえ不埒なことである。以来、触書の趣旨を厳重に守り、人集めのようなことは一切せず、惰弱の風儀を改め耕作を専一に心がけること。もし背く者がいれば吟味の上、厳重にお咎め申し付けるものである。
右の趣旨は、御料においては御代官並びにその所の奉行・御預所・私領においては領主・地頭・寺社領共に漏れのないよう触れ出し、油断なく吟味させること。小給所の分は最寄の御代官よりも常々心付けるようにすること。
十一月
○○近来、面体を隠す頭巾を作り、途中でかぶる者が数多くいる。奉行所からの尋ね者に紛らわしいので、以前よりある丸頭巾・角頭巾の外は一切かぶってはならない。右の趣旨は先年触れ出したところ、近頃また面体を隠す異風の頭巾をかぶる者がいるとのことが聞こえ、不埒の次第である。そのようなことがあってはならない。

The gist of the above was communicated during the Kyōhō and Kansei eras and on subsequent occasions as well. Yet over the years, society has become increasingly ostentatious. People fail to know their place and compete with one another in displaying finery. Furthermore, it is reported that some people, while not appearing conspicuous outwardly, are in fact buying and selling expensive goods indiscriminately. Even without the luxury of recreational items, the fact that regulations issued repeatedly are treated as though they were temporary matters, ultimately leading to negligence and violation of the law, is most improper. However, as for conduct up to this point, through special clemency, punishment has not been imposed, for which one should be grateful. Since orders have now been issued with great sincerity that customs should be reformed, this matter must not be taken lightly. Since there may be goods that have already been acquired, strict prohibition shall take effect from the coming year of the Tiger. If anyone is found to have violated the terms of this notice, officials shall be dispatched to conduct investigations, and punishment shall be imposed without mercy. However, suspicious inspections shall not be carried out, nor shall people traveling on roads be stopped and searched. Should such persons be found, they shall be detained and reported promptly. Henceforth, if there are those among the samurai class who order luxurious and expensive goods, they shall consult the magistrate's office and follow its instructions.
As the above has been communicated to the various neighborhoods, understand its intent well, and do not order ostentatious or expensive goods in general. Understand the intent of this order ever more deeply, and ensure that all matters are free from extravagance.
Tenth month
▲○ It has been reported that in various villages, during Shinto festivals and religious ceremonies, or under the names of "insect-sending" (mushiokuri) rituals or wind festivals for agricultural purposes, events similar to theatrical performances and shows are being organized, with costumes and props prepared and spectators assembled, wasting gold and silver. This is most reprehensible.
Not only those who make a livelihood of such things, but also travelers of poor conduct, riverbank people (kawaramono), and others of like character must by no means be permitted to enter villages. Since such people learn idle, weak, and undesirable habits, naturally become negligent in farming, lead to an increase in uncultivated fields, fall into poverty, and ultimately become the foundation of the dispersal and ruin of families, one must be mindful to understand these circumstances thoroughly.
Therefore, from now on, entertainment arts, kabuki, jōruri, dancing, and all such gatherings similar to theatrical performances are to be firmly prohibited. Even after issuing this notice as above, if such activities do not cease, strict punishment will be imposed without mercy.
As stated above, although this was communicated in the eleventh year of Kansei (1799), the year of the Sheep, it has been reported that such activities have recently become unruly again, which is most reprehensible. Henceforth, the terms of the notice must be strictly observed, all manner of public gatherings completely prohibited, idle and weak customs reformed, and farming attended to as the primary occupation. Should anyone violate this, they will be strictly punished after investigation.
The above shall be communicated without omission to: in government-administered lands (goryō), the deputy magistrates (daikan) and local magistrates; in entrusted lands (azukari-sho) and private domains (shiryō), the domain lords and local administrators (jitō); and including temple and shrine lands (jisha-ryō). Investigations shall be conducted without negligence. For small stipend areas (shōkyū-sho), nearby deputy magistrates shall also keep regular watch.
Eleventh month
○○ In recent times, there are many people who make hoods that conceal their faces and wear them in public. Since this is likely to cause confusion with fugitives sought by the magistrate's office, aside from the round hoods (maru-zukin) and square hoods (kaku-zukin) that have existed since before, the wearing of all other types of hoods is prohibited. Although this matter was communicated some years ago, it has recently been reported again that there are people wearing unusual hoods that conceal their faces, which is most improper. Such behavior must not occur.
