達候銘々弥厚心を用ひ聊も疎略有之間敷事ニ候召仕共へ堅制止を加へ不相用ニおゐてハ
他所之者入交候共無用捨召捕置奉行所又ハ最寄火付盗賊改へ可被相触候時宜ニより
てハ討捨ニも可被致候右之趣寛政之度相触候処近来武士屋敷ニ而博奕等致し候者有
之由相聞候間厳敷可申付旨向々へ可被相達候

右ハ形容を飾候而已ニ而如何之儀ニ有之心得違之事ニ候向後ハ可成丈不目立様質素ニ致
し毛類黒天鵞絨抔用候儀も無用ニ可致候且軽輩長柄傘用ひ間敷との儀ハ先年
も相達置候間弥猥ニ不相成様念入可被申付候右之通万石以上并交替寄合等其向々
現代語訳
よって以来、面体を隠す頭巾をかぶって歩行する者がいる場合には、屋敷においても回りの者が見かけ次第、頭巾を取らせ名前等も聞き糺し、疑わしい者であるならば召し捕り、届け出るに及ばず町奉行へ引き渡すべきである。もっとも[軽微な]違反は構わない。
右の通り享保元酉年に触れを出したところ、近来男女共に頭巾をかぶった上で手拭いをもって鼻口を覆い、後ろで結び下げ面体を隠して往来している。この風儀が武家へも押し移ったかのように聞こえ、風俗に関わりいかがなことである。以来、このような者を見かけるならば前条の通り心得、疑わしい者であるならば召し捕り町奉行へ引き渡すべきである。十一月
○従来、評定所並びに奉行所において公事出入裁許の裏書、画図その外請証文写し候類を、私領・寺社領よりも去る子十月中までに取り集め、月番寺社奉行へ差し出すべき旨を触れ置いたところ、急速を要するものもあるので早々差し出し、かつこれまで領分知行等の内に裁許書を所持していない段について断りのない向きは、その段を右奉行へ申し出るべきである。右の趣を洩れなく触れるべきである。

○神田川通船、河原橋上手より水道橋までの間の魚猟を差し留めとする。もし魚を取る者がいる場合には急度申し付けるべきである。

○○博奕賭けの諸勝負御制禁の段はもちろんであるが、与力・御家人の面々も屋敷々においても常々申し付けるべき事であるが、今以て博奕が止まない趣に聞こえ、加えて享保年中に仰せ出された趣も年月を経た儀であるので、なお又相達する。銘々いよいよ厚く心を用い、聊かも疎略があってはならない事である。召し仕い共へ堅く制止を加え、用いないにおいては他所の者が入り交じっても無用捨てなく召し捕り置き、奉行所又は最寄りの火付盗賊改へ触れるべきである。時宜によっては討ち捨てにも致すべきである。右の趣は寛政の度に触れたところ、近来武士屋敷において博奕等をする者がいるよし聞こえるので、厳しく申し付けるべき旨を向々へ達するべきである。
二月
○●○諸家の使者・留守居等が召し連れる若党が、とかく駕籠の先へ場広に並ぶ者もおり、駕籠は切棒ではあるが仕立て方が乗物同様で腰黒であり、簾の縁へ巾広く毛類・黒天鵞絨などを用いる者も見受けられる。これは形容を飾るのみでいかがなものか、心得違いの事である。向後はできるだけ目立たないよう質素にし、毛類・黒天鵞絨などを用いる儀も無用とすべきである。かつ軽輩が長柄傘を用いてはならないとの儀は先年も達し置いたので、いよいよみだりにならないよう念入りに申し付けるべきである。右の通り万石以上並びに交替寄合等、その向々[に申し付ける]。
英語訳
Therefore, hereafter, when there are those who walk about wearing head coverings that conceal their faces, even at residences, those on patrol duty should remove their head coverings as soon as they are spotted, inquire about their names and such, and if they are suspicious persons, they should be arrested and handed over to the town magistrate without need for prior notification. However, minor violations are acceptable.
As stated above, this was announced in Kyōhō 1, year of the Rooster, but recently both men and women wear head coverings and additionally cover their nose and mouth with hand towels, tying them behind and hanging them down to conceal their faces while traveling. This custom seems to have spread even to the warrior class, which is quite improper regarding public morals. Hereafter, if such persons are spotted, act according to the previous article, and if they are suspicious, arrest them and hand them over to the town magistrate. Eleventh month
○ Previously, it was announced that copies of judicial decision endorsements, diagrams, promissory note copies, and similar documents from court proceedings at the Council of State (Hyōjōsho) and magistrate offices should be collected from private domains and temple/shrine lands by the tenth month of the previous year of the Rat and submitted to the monthly rotating temple and shrine magistrate. Since some urgent matters have arisen, submit them immediately. Furthermore, those territories that have made no declaration regarding the absence of judicial documents within their domains and fiefs should report this matter to the said magistrate. This matter should be announced without omission.
Twelfth month of Ushi [year]
1. Tenpō 13, year of the Tiger
○ Fishing is prohibited in the Kanda River shipping route from upstream of Kawara Bridge to Suidō Bridge. If there are those who catch fish, strict punishment shall be imposed.
Second month
●○○ Regarding His Lordship Kōdai-in, he shall be addressed as "Ichi-i-sama" (First Rank). Second month
○○ Although the prohibition of gambling and all forms of wagering is of course [established], this should be constantly enforced even within the residences of yoriki and gokenin retainers. However, we hear that gambling still continues, and moreover, since the edicts issued during the Kyōhō era have been in effect for many years, we announce this again. Each person should exercise even greater care and there should be no negligence whatsoever. Strict prohibition should be imposed on servants, and when they do not comply, even if outsiders are involved, they should be arrested without exception and reported to the magistrate's office or the nearest fire and theft investigation office. Depending on circumstances, they may even be killed. Although this was announced during the Kansei era, we recently hear that there are those conducting gambling in samurai residences, so strict enforcement should be communicated to all relevant parties.
Second month
○●○ Some young attendants accompanying messengers and caretakers of various houses tend to line up extensively in front of palanquins. Although the palanquins have carrying poles, their construction resembles formal conveyances with black lower sections, and some are seen using wide fur materials and black velvet on the curtain borders. This is merely decorative ostentation and is quite improper—a misunderstanding of proper conduct. Henceforth, they should be made as inconspicuous and modest as possible, and the use of fur materials and black velvet should be discontinued. Furthermore, since it was previously announced that lower-ranking persons should not use long-handled umbrellas, careful attention should be paid to prevent such practices from becoming rampant. The above applies to [domains of] ten thousand koku and above, as well as alternating attendants (kōtai yoriai) and other relevant parties.
