▲〇旧冬相触候問屋組合仲間等唱候儀ハ停止之旨申渡候処問屋商売計ハ勝手次第ニ候得
共矢張問屋之名目相唱候故組合迄も不解様ニ心得同商売之内下直ニ売買致
又ハ素人ニ而荷物仕入等致候類へ差障候儀も有之哉ニ相聞候大金之冥加も御免相成候ヘハ
難有相守可申処無其儀段不埒至極之儀ニ候仍之以後組合仲間等ハ勿論問屋与相
唱候儀ハ堅令停止米商ハ米屋炭商ハ炭屋油商ハ油屋と計可相唱候商売方
も仲買へ卸候計ニ無之小売を専ニいたし品物払底之節卸方ハ見合候とも小売ハ
不差支様可致候且又仲買之者と申合卸方ゟ小売之方直段高直ニ売買致間敷
此上申付候趣不相用組合無之候而ハ差支候抔と申触又ハ内々申合願立等いたす者有
之ハ時刻を不移厳重ニ吟味之上御仕置可申付候
一都而株札并問屋仲間組合なとゝ唱候儀ハ不相成段相触候処右ハ十組外ハ不指構様ニ
心得違之者も有之哉ニ相聞不埒之事ニ候弥先達而相触候通相心得十組外ニ而も株札問屋仲間
組合等決而難相成候間可存其趣候是迄為冥加無代納物無賃人足川浚駆付等之
儀都而指免候間銘々正路ニ可致商売候追々同商売之者出来候とも決而指障申
間敷候御用ニ付前々ゟ仕来候納物人足等之分ハ其筋ニ而調之上追而可相達候
一品物手前ニ買込置追々売出候儀ハ勝手次第ニ候得共他国へ前金当遣し買留積送
為見合其所へ囲置候ハ則〆売ニ相当不正之筋ニ候間以後右様之儀ハ致間敷候万一
不相改趣外ゟ於相聞ハ可処厳科候
一湯屋髪結之類ハ諸式直段ニ不相拘者故組合仲間停止之儀ハ不致沙汰候処同商
売之内賃銭下直ニ致候もの有之候得ハ組合之者ゟ差障候趣相聞不埒之事ニ候仍之以後
ハ右商売之者も株札ハ勿論組合仲間等相唱候儀令停止候間町内其外同商売之
者何軒出来候共決而差障申間敷候右之趣町々へ不洩様早々可相触候事

但御手前ニてハ金津町三郡御預府中等へ遣之
〇近来武士屋敷ニ而博奕致候者有之由相聞候間寛政之度被仰出候趣ニ相心得厳敷可
申付旨最前相達候間銘々召仕共へ堅制止を加へ厳重ニ可申付ハ勿論ニ候得共若等
閑なる儀於有之ハ町奉行并火付盗賊改組之者相廻り候節屋敷々江踏込召捕候様
申渡候間得其意向々へ可被達置候

○別紙により公儀から仰せ出された御触れの趣旨について、江戸詰めの面々の心得として仰せ出されたので、その意旨を得るべきである。以上 五月二十七日 各中 追って組へ 御目付
大目付江
▲○旧冬に触れた問屋組合仲間等と称する儀は停止の旨申し渡したところ、問屋商売だけは勝手次第であるが、やはり問屋の名目を称しているため組合までも解体しないように心得、同商売の内で安く売買したり、または素人で荷物仕入れ等をする類へ差し障りがあるかのように聞こえる。大金の冥加も御免になったのであれば有り難く相守るべきところ、そのような儀がないのは不埒至極の儀である。よって以後、組合仲間等はもちろん問屋と称する儀は堅く停止する。米商は米屋、炭商は炭屋、油商は油屋とだけ称すべきである。商売方も仲買へ卸すだけではなく、小売りを専らとし、品物払底の節には卸し方は見合わせても小売りは差し支えないようにすべきである。かつまた仲買の者と申し合わせて卸し方より小売りの方の直段を高値に売買してはならない。この上申し付けた趣旨を用いず、組合がなくては差し支えるなどと申し触れ、または内々申し合わせて願い立て等をする者があれば、時刻を移さず厳重に吟味の上、御仕置を申し付ける。
一、すべて株札並びに問屋仲間組合などと称する儀は相成らない段を触れたところ、これは十組以外は差し構わないように心得違いの者もいるかのように聞こえ、不埒の事である。いよいよ先達て触れた通り相心得、十組以外でも株札問屋仲間組合等は決して相成らないので、その趣を存ずべきである。これまで冥加として無代納物・無賃人足・川浚・駆付等の儀をすべて指し免じるので、銘々正路に商売すべきである。追々同商売の者ができても決して差し障り申すべきではない。御用につき前々より仕来たりの納物人足等の分は、その筋で調べた上で追って達するであろう。
一、品物を手前に買い込み置いて追々売り出す儀は勝手次第であるが、他国へ前金を当て遣わして買い留め、積み送りを見合わせてその所へ囲い置くのは、すなわち締売に相当し不正の筋であるので、以後このような儀はしてはならない。万一改めない趣が外より聞こえるならば、厳科に処するであろう。
一、湯屋・髪結の類は諸式直段に関わらない者故、組合仲間停止の儀は沙汰しないところ、同商売の内で賃銭を安くする者があれば、組合の者より差し障りがあるという趣が聞こえ、不埒の事である。よって以後は右商売の者も株札はもちろん組合仲間等と称する儀を停止するので、町内その外同商売の者が何軒できても決して差し障り申すべきではない。右の趣を町々へ漏れのないよう早々触れるべき事。
三月
右の通り町奉行へ申し渡したので、向々へ触れるべきである。
但し御手前においては金津町・三郡御預・府中等へ遣わすこと

▲○ Regarding the matter announced last winter that calling oneself "wholesale guild associations" and such should be discontinued: while wholesale business alone may be conducted at one's discretion, since they still use the title "wholesaler," they seem to think that even the guilds need not be dissolved. We hear that this causes interference with those in the same trade who sell at lower prices or amateurs who purchase goods for resale. Since the large monetary tribute offerings have also been exempted, they should gratefully observe [the regulations], but the absence of such observance is extremely improper. Therefore, hereafter, not only guild associations but also calling oneself "wholesaler" is strictly prohibited. Rice merchants should only call themselves "rice shops," charcoal merchants "charcoal shops," and oil merchants "oil shops." In business practices, they should not only wholesale to middlemen but should primarily engage in retail, and during times of commodity shortage, even if wholesaling is suspended, retail should continue without hindrance. Furthermore, they must not collude with middlemen to set high prices from wholesale to retail. If there are those who do not follow these instructions and claim that business cannot function without guilds, or who secretly collude to submit petitions, they will be subjected to strict investigation without delay and punishment will be imposed.

Although it was announced that using titles such as stock certificates, wholesale associations, guilds, and such is not permitted, we hear that some may have misunderstood this to apply only outside the Ten Guilds, which is improper. As previously announced, understand that even outside the Ten Guilds, stock certificates, wholesale associations, guilds, and such are absolutely not permitted. Since all previous tribute obligations such as free deliveries, unpaid labor, river dredging, and emergency services are hereby exempted, each should conduct business properly. While it is acceptable to purchase goods for oneself and sell them gradually, sending advance payments to other provinces to monopolize purchases, postponing shipments, and hoarding goods locally constitutes market manipulation and is improper. Hereafter, such practices are prohibited. If word comes from outside that such practices continue, severe punishment will be imposed.
1. Since bathhouse and hairdressing businesses are not affected by general price regulations, the matter of discontinuing guild associations was not addressed for them. However, we hear that when some in these trades lower their fees, guild members claim this causes interference, which is improper. Therefore, hereafter, those in these trades are also prohibited from using stock certificates and calling themselves guild associations. No matter how many shops of the same trade open in a neighborhood or elsewhere, they must never interfere. This matter should be announced to all neighborhoods without omission.
