一道中宿々之もの共不埒之儀有之節ハ旅人ニ寄其所之問屋年寄等二日路三日路も召呼
又ハ訴訟之ためニ付添参候儀も有之由相聞候縦令宿々之者不届之仕方有之候共問屋年寄
召呼候而ハ其宿人少ニ成御用も指支申事ニ候間向後ハ問屋年寄等召呼候儀ハ不及申訴訟
之ためニ付添参事も相止させ其趣をハ道中奉行へ被申達奉行所ゟ僉議之上急度可申
付条文政四 可有其意得事
右之条々近年道中之宿々御定之外に人馬多クかかり其外旅人不法之事共有之宿々ハ不及申助郷
村々迄も及困窮候由相訴候付委細穿鑿之上を以被仰出候向後書面之趣急度可被相守之候
たとひ組中支配并家来之不法有之候共其番頭役所主人之趣意ーに可罷成 たるへく候間其

正徳二辰三月 右三月十日於阿部豊後守殿御宅御留守居共へ御渡

右之通正徳二辰年相触候処近年猥ニ相成候様ニ相聞候自今右之趣尚又急度相守候様ニ
可仕候若此以後相背者於有之ハ吟味之上咎可申付事

●〇灰吹銀并潰銀銀座へ買入銀座之外他所ニ而商売之儀古来ゟ停止候事ニ候□□□
現代語訳
違反がないように申し渡すべきである。道中においても検査し、もし貫目が重いか、または濫りに荷物の数が多く【不明部分】の場合は、早速道中奉行へ訴えるべきである。詮議の上、怪しい儀があれば、荷物才領の者は申すに及ばず、請負人まで処罰すべきである。
●一、道中宿場の者共に不埒な事があった節は、旅人に寄って、その所の問屋年寄等を二日路三日路も呼び出し、または訴訟のために付き添って参ることもある由相聞いている。たとえ宿場の者に不届きな仕方があっても、問屋年寄を呼び出せば、その宿の人手が少なくなり御用も支障をきたすことになるので、向後は問屋年寄等を呼び出すことは申すに及ばず、訴訟のために付き添って参ることも止めさせ、その趣旨は道中奉行へ申し達し、奉行所より詮議の上急度申し付けるので、その意得があるべきこと。
右の条々、近年道中の宿々で御定め以外に人馬を多くかかり、その外旅人の不法な事共があり、宿々は申すに及ばず助郷村々まで困窮に及んでいる由相訴えるにつき、委細穿鑿の上をもって仰せ出される。向後、書面の趣を急度相守るべきである。たとえ組中支配並びに家来の不法があっても、その番頭役所主人の趣意一つに罷り成るべきであるので、その旨を相心得るべき者である。
正徳二辰三月 右三月十日阿部豊後守殿御宅において御留守居共へ御渡し
右御家中へ相触れるように目付中へ酒井典膳が申し渡し
右の通り正徳二辰年に相触れたところ、近年濫りに成っている様に相聞いている。自今右の趣、なお一層急度相守るようにすべきである。もしこの以後に背く者がいれば、吟味の上咎を申し付けること。
以上 延享四卯年三月 右の通り相触れるべし
覚
●一、旅人の内で定めを破り無法な儀があれば、触書の趣をもって相改め、覚えを相用いなければ、その所の領主役人へ達し、役人がその段を旅人へ申し聞かせ、その上で異議に及べば、指し留め置き江戸へ訴えるようにすべきこと。
●一、御代官所の儀も右の趣に準じて取り計らうべきこと。
●一、町人の絵符を渡し、武家の荷物にさせることがある由相聞いている。自今堅く無用とすべきこと。
●一、近年宿々に悪党者がおり、飛脚の者へ賃銭をゆすり取り、旅人の泊り々へ相越し酒手等をゆすり取っている由。自今右体の者がいれば、その所に捕らえ置き、御料は御代官、私領は領主地頭へ早々申し出るべきこと。
●一、人馬賃銭の儀、御朱印並びに御用のものは相払うべき事であるので、宿々で日入帳に委細記し置き、宿中は勿論、助郷村々にも勘定が立つように、問屋共が常々相心得るべきこと。
●一、宿泊休憩の儀、前広に日限を相極めた者は勿論、指し懸り約束をした義、たとえ軽い旅人であっても異変ないように、本陣旅籠は急度相意得すべきこと。
●一、この度相触れた上は、宿々の者共が旅人へ対し非儀を申しかけ、賃銭入用毎度かかるか、または旅人を滞らせることがあれば、急度申し付けること。

When there are improper acts by personnel at highway stations, it has been heard that travelers sometimes summon station masters and elders from two or three days' journey away, or they accompany them for litigation purposes. Even if station personnel behave improperly, summoning station masters and elders reduces manpower at those stations and interferes with official business. Henceforth, summoning station masters and elders is unnecessary, and accompanying them for litigation should also be stopped. Such matters should be reported to the highway magistrate, who will investigate and issue strict orders from the magistrate's office.
Regarding the above articles, recently at highway stations, horses and porters have been required beyond regulations, and there have been other illegal acts by travelers. Not only the stations but even the auxiliary villages have petitioned that they are suffering from poverty. After detailed investigation, these orders are issued. Henceforth, the contents of this document must be strictly observed. Even if there are illegal acts by group supervisors and retainers, everything should conform to the intentions of their duty officers and masters.
Shōtoku 2, 3rd month of the Dragon year - The above was delivered to the caretakers at Lord Abe Bungo-no-kami's residence on the 10th day of the 3rd month. Sakai Tenzen instructed the inspectors to communicate this to the retainer band.
Although the above was communicated in Shōtoku 2, year of the Dragon, it has been heard that recently things have become lax. From now on, these principles should be observed even more strictly. If anyone violates them hereafter, they will be punished after investigation.

Memorandum
●1. If travelers violate regulations and commit illegal acts, they should be corrected according to the proclamation. If they do not comply, the matter should be reported to the local lord's officials, who should explain this to the travelers. If they still object, they should be detained and the case reported to Edo.
●1. Matters concerning magistrate territories should be handled according to the same principles.
●1. It has been heard that townspeople's cargo tags are being given to make samurai cargo appear as merchant cargo. From now on, this is strictly prohibited.
●1. Recently there have been criminals at stations who extort fees from couriers and visit travelers' lodgings to extort drinking money. From now on, if such individuals are found, they should be arrested at the location. In government territory, report to the magistrate; in private domains, report promptly to the domain lord or local administrator.
●1. Regarding horse and porter fees, those with official seals and government business should pay. Stations should keep detailed daily records, and not only the station towns but also auxiliary villages should maintain accounts, which transport agents should always keep in mind.
