馬差支不申様ニ致来候へとも中仙道之儀年々困窮申候付神尾備前守
支配之時分ゟ致訴訟候其後拙者へ加役被仰付候而も度々相願候御領之儀ハ
毎度御手当私領之儀ハ尾張殿を初御手当之事ニ候へとも此以後ハ左様
ニも難成候中仙道之内十一宿別而困窮申候是ハ何も山中谷合故介郷無之

**覚**
参勤交替の際、従者の人数が多くなりすぎないよう、以前より仰せ出されているところである。引き続き、人数をなるべく少なくするよう努めること。大勢が一度に集まると、宿場の人馬ともに困窮するため、どうしても連れて行かなければならない者については、日程をずらして先発・後発に分けて遣わし、道中が混雑しないよう心がけること。以上。

**安藤筑後守殿において仰せ渡された覚**
街道筋の人馬の定め（規定）については、以前よりご承知の通り、東海道は五十疋・五十人、中仙道（中山道）は二十五人・二十五疋と定められている。しかしこれまでは、近隣の村々から人馬を予め集めておき、大名方が通行される際に人馬が不足しないようにしてきた。ところが中仙道については年々困窮が増しており、神尾備前守の支配の頃から訴訟が繰り返されてきた。その後、私（安藤筑後守）が加役を仰せ付けられてからも、たびたび訴えがあった。幕府領については毎度手当がなされ、私領については尾張殿をはじめとして手当がなされてきたが、今後はそのような対応も難しくなっている。中仙道のうち十一宿が特に困窮しており、これらはいずれも山中・谷合いに位置するため、介郷（助郷）となる村がない。十一宿の間で互いに人馬を融通し合って勤めてはいるが、一宿で二十五疋・二十五人をようやく賄える状態では、他の宿を助けることは難しいと申している。そこで久見因幡守に相談し、宿の者を呼び集めて吟味したところ、上記の通り助郷となる村がないため、定め以上の人馬を提供することは難しいとのことであった。このことについて、老中にも内々に意見を伺ったところ、木曽路を通行される方々に内々にお伝えするようにとのことであった。御家は大身であるから、家中の人数も多いことと思われるので、一度に集まらないよう、段階的に分けて遣わすこと。また、通行の際も、上記の人馬の定めを考慮した上で人馬をご指示されること。この件は厳命として申し渡すものではなく、各位への内々の連絡として申し伝えるものである。御用番へのご届けも不要である。

三十三間堂は先年類焼したため、深川に代替地が与えられた。さらに材木等は堂守の久右衛門に下賜されたが、堂を建立することは自力では難しいため、勧進（寄付募集）を願い出た。弓の稽古のためになる施設であることから、柳沢出羽守殿・老中松平右京大夫殿からも金子が下賜された。ついては、一万石以上の諸侯からも久右衛門に金子を下されるのが然るべきとのことである。金額についての書付は別紙の通りである。以上。

**Memorandum**
It has previously been decreed that the number of attendants during the sankin-kōtai (alternate attendance) processions must not become excessive. You are to continue to ensure that the number of people is kept as small as possible. When large numbers gather all at once, both horses and people at the post stations fall into hardship. Therefore, those who cannot be left behind should be dispatched on different days, divided between advance and rear parties, so that the roads do not become congested. The above.

**Memorandum issued by Lord Andō Chikugo-no-kami**
Regarding the regulations for post horses and porters along the highway routes: as is already well known, the established quotas are fifty horses and fifty porters for the Tōkaidō, and twenty-five persons and twenty-five horses for the Nakasendō (Central Mountain Road). Until now, horses and porters have been assembled in advance from nearby villages so that there would be no shortage when daimyo processions passed through. However, the Nakasendō has been suffering increasing hardship year by year, and petitions have been filed since the time when Kamio Bizen-no-kami was in charge. After I (Andō Chikugo-no-kami) was appointed to the additional post, petitions continued to be made frequently. Shogunal domains have received support each time, and private domains have also received assistance, beginning with the Owari domain; but going forward, such arrangements will become difficult to maintain. Eleven post stations along the Nakasendō are suffering particular hardship. As they are all situated in mountain valleys, there are no auxiliary villages (sukegō) available to provide assistance. The eleven stations have been coordinating among themselves to share horses and porters, but since each station can barely manage to provide twenty-five horses and twenty-five persons for its own quota, they say it is impossible to assist other stations. I therefore consulted with Lord Kumi Inaba-no-kami, and after summoning the post station residents for inquiry, it was confirmed that, as stated above, due to the absence of auxiliary villages, it is impossible to provide more than the stipulated quota. I then consulted confidentially with the Senior Council (rōjū), and received instruction that this matter should be communicated privately to those who travel the Kisō Road. As your domains are large, you presumably have many retainers; please dispatch them in stages rather than all at once. Furthermore, even during your processions, please give consideration to the above horse and porter quotas when making your arrangements. This is not being issued as a strict command, but is being communicated privately to each of you. There is also no need to report this to the duty official (goyōban).

**Memorandum**
Sanjūsangen-dō Hall was destroyed by fire some years ago, and a replacement site was granted in Fukagawa. Lumber and other materials were also given to the hall keeper Kyūemon; however, as the construction of the hall by his own means alone is impossible, he has petitioned to conduct a fundraising campaign (kanjin). Since the hall serves as a facility for archery practice, Lord Yanagisawa Dewa-no-kami and Senior Councilor Lord Matsudaira Ukyō-no-daibu have already contributed funds. Accordingly, it is considered appropriate that lords of ten thousand koku or more should also donate funds to Kyūemon. The specific amounts are noted in the attached document below. The above.
