**享保十五戌年（1730年） 正月十九日の留**
●一、元禄年中の金銀吹替以来、米穀の値段が高値であったところ、近年は値が下がった。しかるに借金銀ならびに質物の利銀は従前の通りであり、諸人が難儀しているとの由が聞こえる。よって、元禄十五午年（1702年）以来の借金銀については、今後利銀を五分以下とすること。また今年の暮れまでに、従前の借金銀を改めて書き替え借用する場合も、利金は同様とすること。
一、これまで元利が未済の分については、今回の利分減少は関係なし。
一、右の趣につき双方相違なきよう厳しく守ること。この上返済が滞った場合は、貸し元より奉行所へ届け出ること。もし右の定めより利金を下げない場合は、借り主より訴え出ること。
一、新規の借金銀については、もっぱら相対（当事者間の合意）によるべきこと。みだりに高利を取ってはならないこと。
右の通り厳しく守るべきものなり。 酉十月。
この御書付が出されたことにつき、名主・年番共に相伺いの趣があり、改めて御張紙にて仰せ出された条々を補遺として記す。

〇 近年米が下直（安値）であるところ、諸奉公人の給金は従前の通り変わらず高値であるため、給金を引き下げるよう、旧冬（昨年末）に触れがあった。奉公人を召し抱える場合は右の趣を心得るよう、各所へ達するべきこと。以上。 戌二月。
〇一、近年、諸奉公人の取り逃げ・欠落が多く、畢竟（つまるところ）請人たちの不埒な仕方によるものであるため、今度吟味の上、人宿（奉公人宿・口入屋）二百二人を定め、組合を申し付けた。給金の件も引き下げる積もりで、町奉行所において申し付けた事。
一、右の通りにつき、奉公人の請状（身元保証状）の節に、判元見（保証人確認）に参る者へ、人宿の方にて馳走がましいことは一切いたさないこと。また奉公人が引越しする際の部屋入り（入居）の振舞等は堅く停止するよう、人宿共へ申し付けた。この段、部屋頭共へも主人々より申し付けるべき事。
一、人宿については、町々に組合があるので、それぞれの所にて聞き合わせるべき事。以上。 戌二月。

●1. Regarding repairs to the Kumano Sanzan (Three Grand Shrines of Kumano): voluntary contributions (aiaite hōka) to be collected from the various provinces.
1. Regarding the construction of the Grand Shrine of Izumo Province: a solicitation campaign (kanka) to be conducted throughout the provinces.
Note: For the above two sites, two monme one bu of silver each is to be contributed. — This notice arrived from the Finance Office (Gokanjōsho) on the eleventh day of the seventh month. A further notice regarding the collection was also issued by the Inspector (Ometsuke) on the last day of the first month.
Note: At a rate of seventy-five mon per monme. ◦ Foot inspectors (Otometsuke) and those of the rank of Koshōkaku and above are to contribute three bu each.

**Kyōhō 15th Year, Year of the Dog (1730) Entry dated the nineteenth day of the first month**
●1. Since the recoining of gold and silver during the Genroku era, the price of rice and grain had been high, but in recent years it has fallen. Yet the interest on loans and pledged goods remains at the former rate, and it is reported that people are suffering as a result. Therefore, concerning loans contracted since Genroku 15th Year, the Year of the Horse (1702), the interest rate shall henceforth be set at five percent or below. Furthermore, for existing loans that are renegotiated and re-documented before the end of this year, the same interest rate shall apply.
1. For amounts of principal and interest already outstanding and unsettled up to this point, the reduction in interest rates stipulated in this notice shall not apply.
1. Both parties are to strictly observe the above provisions without deviation. If repayment falls into arrears beyond this, the lender is to report the matter to the magistrate's office (bugyōsho). Conversely, if the lender refuses to reduce the interest rate below the stipulated level, the borrower may file a complaint.
1. For new loans, terms shall be determined by mutual agreement between the parties. Excessive interest rates (kōri) must not be charged arbitrarily.
The above is to be strictly observed. Tenth month, Year of the Rooster.
As this written notice was issued, the village headmen (nanushi) and annual officials (nenban) made inquiries, in response to which further provisions were proclaimed in the form of posted notices. These supplementary items are recorded here as addenda.

●1. Regarding Inuijikin (coins bearing the character 乾 ["inui"/northwest"]): although their circulation was halted at the end of the Year of the Tiger, from that point forward they are to circulate at a rate of two Inuijikin per one ryō of new gold or Keichō gold.
1. This same rate is to apply to annual tribute (nengu) and various taxes (shounjō), and so forth. Notice issued from the Finance Office (Gokanjōsho) in the first month of the Year of the Dog.
〇 Since rice prices have fallen in recent years while the wages of servants (hōkōnin) remain unchanged at the former high rate, a notice was issued at the end of last year directing that wages be reduced. When employing servants, each party is to be informed of these provisions and act accordingly. The above. Second month, Year of the Dog.
〇1. In recent years, there have been many cases of servants absconding or disappearing (toriige/kakuochi), which is ultimately attributable to the improper conduct of their guarantors. Accordingly, following an investigation, two hundred and two employment agents (hitonjuku/kuchireya) have been officially designated and formed into a guild (kumiai). It has been ordered by the Town Magistrate's Office (Machi-bugyōsho) that wages are also to be reduced accordingly.
1. In connection with the above, when someone comes to the employment agent's office to verify the seal on a servant's letter of guarantee (ukejō), the employment agents are strictly forbidden from entertaining such persons with hospitality of any kind. Furthermore, the practice of holding welcome banquets when servants move into lodgings (heyairi) is to be firmly discontinued. The employment agents have been so instructed. Heads of lodging houses (heyagashira) are likewise to be informed of this by their respective landlords.
1. Since employment agents are organized into guilds in each town district, inquiries are to be made at each respective location. The above. Second month, Year of the Dog.
