領在町致巡行候寺社之輩へ唯今迄村方ニより勧化停止之旨地頭ゟ申渡有之候間勧化
難成由断申所々も候段相聞候私之勧化相留候儀ハ領主心次第ニ候従 公儀御免之上諸国
巡行之事ニ候条寺社奉行連印之勧化状持参候寺社之輩ハ志次第可致勧化旨御

〇先達而相達候諸大名留守居武士方組合橋上水等之普請之節其懸り之留守居共取計不埒之
沙汰有之候実事ニ候ヘハ以之外之事候間急度相止候様ニ可被申付候以上 六月
▲〇諸秤之儀古来ゟ守随彦太郎役人相廻し相改候処近年ハ私事之様ニ心得候哉諸秤数多致所持候ものも
秤少々出し見セ不宜秤ハ隠置或ハ秤所持不致旨を申改請さる者も有之様ニ相聞候前以相触候通守随
方ゟ役人相廻し改候節諸秤不隠置不残出し改請候様ニ可致候尤紛敷秤ハ取上候筈ニ候此旨急度可相守者也
右之趣東海道東山道北陸道并丹波丹後但馬都合三十三ケ国御料ハ御代官私領ハ地頭ゟ可被相触候

大御目付中、御廻状の写し
●〇諸国の寺社修復の助力のため勧化(かんげ)を許可され、寺社奉行の連印のある勧化状を持参して、御領・私領の寺社領・在町を巡行する寺社の者たちに対し、これまで村方によって「勧化停止」の旨を地頭から申し渡されていたため、勧化しがたいとして断られた所々があるとのことが聞こえてきた。私的な勧化を差し止めることは領主の判断次第であるが、公儀(幕府)の許可を得た上での諸国巡行のことであるから、寺社奉行の連印のある勧化状を持参した寺社の者たちには、志(こころざし)次第で勧化を受け入れるべき旨、御領は御代官、私領は領主・地頭から、あらかじめ申し聞かせておくよう、右のとおり触れるべきこと。
〇右のとおり大御目付中より御廻状が来たので、その趣を承知すること。かねてより当家(福井藩)から仰せ出されている諸奉加(しょほうか)への不関与は、代々の御制禁(禁令)のことであるから、御法のとおり堅く守るべきである。公儀から仰せ出された儀は格別のことである。このたび河内国誉田八幡(こんだはちまん)の修復につき、公儀から勧化が許可されたので、御上(藩主)ならびに御家中・在町ともに、御上からの御寄進料が差し出された。この件はすでに済んだ。御家中・在町ともに困窮の時節であるから、御上からお済ませくださった。左様お心得のこと。以上。六月二十九日。
〇別紙両通の御書付のとおり、御家中へ触れるよう仰せ付けられたので、各々その意を得られたい。以上。

四月十七日の留め
●〇美濃国南宮神社の惣代、美濃・近江・伊勢・尾張・加賀・越前・飛騨。
右、寺社奉行の連印のある勧化状を持参し、当亥年より丑年まで勧化のこと。
閏四月九日、御家老中より仰せ渡され、右のとおり御目付より相触れる。
〇右につき、御領分中から取り集めたということで、銀子十枚をお渡しになる手はずである。御家中・在町ともにその割合はおって触れるべき旨、略文にてかくのごとし。
▲〇紀州日置浦(ひきうら)の惣右衛門船に、御用の竿銅(さおどう)を積み出帆したところ、船・銅ともに行方が知れなくなったことにつき、仰せ出された。閏四月。
〇右の竿銅紛失の手掛かりが知れたことにつき、またまた仰せ出された。六月。

小笠原縫殿助殿御渡御書付
〇近来、諸大名の留守居どもが所々の茶屋にて出合い、みだりな遊興を仕るとの風聞がある。向後、茶屋等にての出会いは止めさせるよう申すべきこと。寄合いの儀は、主人の座敷・長屋等にて出会うようにするのが然るべきである。また、虚説(きょせつ)・面倒な儀を申し触れるとの沙汰もある。この段は別してよろしくない儀であるから、左様なきよう堅く申し付けるべきこと。なおまた、組合仲間が一統のようになり、主人も取り扱いにくいような有様になるとも申すような儀は、なおさらさせてはならないことであるから、前条の趣ともども、向後なきよう入念に厳重に申し付けるべきこと。以来、いかなる儀があれば、主人の越度(おちど)とすべきである。六月二日。
大目付中御廻状の写し
【下段に有り】
本多中書殿仰せ渡されの趣
〇先達ってお達しの、諸大名の留守居・武士方の組合の橋・上水等の普請の節、その掛かりの留守居どもの取り計らいが不埒であるとの沙汰があった。実事(まことのこと)であれば以ての外のことであるから、急度(きっと)差し止めるよう申し付けるべきこと。以上。六月。
▲〇諸秤の儀、古来より守随彦太郎(もりずいひこたろう)の役人が廻って改めてきたところ、近年は私事のように心得てか、諸秤を数多く所持する者も、秤を少々出して見せ、よくない秤を隠し置くか、あるいは秤を所持しない旨を申して改めを受けない者もいると聞こえてきた。前もって触れたとおり、守随方から役人が廻って改める節は、諸秤を隠し置かず残らず出して改めを受けるようにすること。もっとも、紛わしい秤は取り上げる手はずである。この旨、厳重に守るべきものである。
右の趣、東海道・東山道・北陸道ならびに丹波・丹後・但馬、都合三十三ヶ国について、御料は御代官、私領は地頭から触れるべきこと。右のとおり触れるべきこと。八月。

Copy of a circular (mawashijō) from the Senior Inspectors (Ō-metsuke).
●〇 Regarding the wandering clergy and temple and shrine representatives (*jisha no tomogara*) who have received permission to conduct fundraising (*kange*) for the repair of temples and shrines throughout the provinces, and who are carrying fundraising certificates bearing the co-signed seal of the Commissioner of Temples and Shrines (*Jisha-bugyō*), and are touring the territories (*goryo*), private domains (*shiry*ō), temple and shrine lands, and post-towns: it has come to our attention that in some places, orders had previously been transmitted from local lords (*jitō*) to village communities to suspend such fundraising activities, with the result that the solicitors were turned away and told that fundraising could not be permitted. While it is at the discretion of the domain lord to prohibit private fundraising, the present tours are conducted with official authorization (*kōgi no men*) from the Shogunate. Accordingly, instructions are to be conveyed in advance by the Shogunate's agents (*go-daikan*) in the case of Shogunate territories, and by lords and their deputies (*jitō*) in the case of private domains, to the effect that those carrying a fundraising certificate bearing the co-signed seal of the Jisha-bugyō should be permitted to receive donations according to the donors' wishes. The above is to be circulated accordingly.
〇 As the foregoing has been transmitted by circular from the Senior Inspectors, take heed of its contents. The long-standing prohibition on participation in various donation solicitations (*shohōka*), as repeatedly ordered by this domain across successive generations, remains in full force as a standing regulation and is to be strictly observed. Matters ordered by the Shogunate are, however, a separate matter. On this occasion, in connection with the repair of the Konda Hachiman Shrine in Kawachi Province, the Shogunate has authorized a fundraising campaign; accordingly, a donation offering (*go-kishin-ryō*) has been put forward on behalf of the domain lord as well as the domain's retainers and residents of the post-towns. This matter has already been settled. As this is a time of hardship for the retainers and townspeople alike, the domain lord has settled the matter on their behalf; take heed of this accordingly. That is all. 29th day of the sixth month.
〇 As it has been ordered that the two accompanying written notices are to be circulated among the domain's retainers, each person is to take note accordingly. That is all.

**Kanpō 3rd Year, Year of the Pig (1743)**
〇 Circular concerning the great increase in the volume of rapeseed oil being shipped via Osaka. Second month.
Recorded on the 17th day of the fourth month.
●〇 Representative of Nangū Shrine in Mino Province: provinces of Mino, Ōmi, Ise, Owari, Kaga, Echizen, and Hida.
The above representative carries a fundraising certificate bearing the co-signed seal of the Jisha-bugyō, and is authorized to conduct fundraising from the current Year of the Pig through the Year of the Ox.
Transmitted on the 9th day of the intercalary fourth month by order of the Senior Elders (*go-karō-chū*); circulated as above by the Inspectors (*go-metsuke*).
〇 In connection with the above, it has been arranged that ten pieces of silver (*ginsu jū-mai*) collected from the domain's territories are to be delivered. The apportionment to be made among retainers and townspeople will be notified in due course — this summary notice is provided in that intent.
▲〇 Regarding the disappearance of a ship belonging to Sōuemon of Hikuura in Kishū (Kii Province), which set sail carrying Shogunate-use copper rods (*go-yō sao-dō*), and which has not been heard from since, along with the copper cargo: notice issued. Intercalary fourth month.
〇 As a clue to the whereabouts of the missing copper rods has come to light, a further notice has been issued. Sixth month.
▲〇 Notice regarding the private sale and purchase of balance weights (*fundō*) that had been involved in negotiations. Sixth month.

Document transmitted by Lord Ogasawara Nuido-no-suke.
〇 It has been reported that in recent years, the caretaker officials (*rusuigachi*) of various domain lords have been gathering at teahouses in various places and engaging in dissolute entertainments. Henceforth, such gatherings at teahouses and similar establishments are to be prohibited. When it is necessary to meet, they should do so at their lord's reception room (*zashiki*) or in the row-house quarters (*nagaya*). Furthermore, there are reports of false rumors and troublesome matters being spread. This is a particularly improper state of affairs; strict orders are to be issued to ensure that no such conduct occurs. Moreover, any suggestion that the group of associates is becoming so unified as to make it difficult for their lords to manage them is even more unacceptable and must not be permitted. Strict and thorough orders are to be issued to prevent the recurrence of all the matters described above. Should any such incident occur hereafter, it shall be deemed the fault and responsibility of the lord concerned. 2nd day of the sixth month.

〇 As previously notified, there have been reports of improper conduct on the part of the caretaker officials (*rusuigachi*) of various domain lords when overseeing the construction and repair of bridges, waterways, and other public works managed by their associations. If these reports are true, they are an extremely serious matter; orders are to be issued immediately to put a stop to such behavior. That is all. Sixth month.
▲〇 Regarding the inspection of weights and measures (*shohakari*): from ancient times, officials of Morizui Hikotarō have made rounds to inspect all weighing instruments. In recent years, however, it appears that some have come to regard this as a personal matter; it has been reported that even those who possess many weighing instruments produce only a few for inspection, conceal any defective ones, or claim not to possess any and refuse to submit to inspection. As has been previously announced, when officials from the Morizui office make their rounds for inspection, all weighing instruments must be produced without exception and without concealment. It is to be understood that any suspicious instruments will be confiscated. This instruction is to be strictly observed.
The above is to be communicated throughout the thirty-three provinces of the Tōkaidō, Tōsandō (Nakasendō), Hokkuridō (Hokuriku), as well as Tanba, Tango, and Tajima, with Shogunate territories notified through the Shogunate's agents (*go-daikan*) and private domains through the local lords (*jitō*). The above is to be circulated accordingly. Eighth month.
〇〇 Circular from the Senior Inspectors regarding goods transported along the Nikkō Highway and the Ōshū Highway that exceed the prescribed weight limits. Eighth month.
