なとかなわぬ事有とも舟につかりて
あひ過きは角を直して牛を殺する
如し能々つゝしむへし食事にも薬
にも熱性の物はわろし又寒冷たる
物も用へからす又ハこわく望きものも
わろし湯あかりの日南風はけしき
時はしかるへからすいかにも天気よき
日に出すへきなり
右湯治の掟件のことし
開山行基菩薩中奥仁西上人
御作俣本書写之者也
舒明天皇秋九月此所に
行幸なさせたまふ其時
三日の月この温泉にさし
入たるを御覧有て是や
誠に人民の病痾を治す薬
の温泉なるへしと思食掛
現代語訳
などかなわない事があっても、舟につかって
あまりに過ぎるのは、角を直そうとして牛を殺すような
ものである。よくよく慎むべきである。食事にも薬
にも熱性の物は悪い。また寒冷なる
物も用いてはならない。またはこわく望むものも
悪い。湯上がりの日、南風が激しい
時は適当ではない。いかにも天気の良い
日に出るべきである。
右湯治の掟は以上の通りである。
開山行基菩薩中奥仁西上人の
御作、また本書写したものである。

Even if there are things that cannot be endured, soaking in the hot spring bath excessively is like killing an ox while trying to straighten its horns. One must be very careful. In both food and medicine, hot-natured things are bad. Cold things should also not be used. Things that are intensely desired are also bad. On days after bathing when the south wind is strong, it is not appropriate [to go out]. One should go out only on days with very good weather.

In the autumn, ninth month of Emperor Jomei's reign, he made an imperial visit to this place. At that time, seeing the three-day-old moon shining into this hot spring, he thought that this must truly be a medicinal hot spring that heals the ailments of the people.
