諸卿（しよきやう）をはじめ。一天下の人々。ふしぎの思ひをなし
いよ〳〵たつとひうやまひける。去程に空海 高野（かうや）
山に伽藍（がらん）を御 建立（こんりう）有へきとの御 誓願（せいぐはん）はなはだ切
なり。されは彼山は大明神 直（ぢき）に大 師（し）に奉らせ給ひて
既に三宝（ぼう）の敷地となりぬれはすみやかに堂塔（だうたふ）
のかまへをし給はんに。誰か否（いな）といはん者のあらんなれ
ど。普天（ふてん）の下（した）王土（わうど）ならずといふ事なし。いかでか公家（くげ）
に奏（そう）せずは或るべからすとて。官（かん）奏（そう）をへ給ひけり。そ
のおもむきは。禅経（ぜんきやう）の説（せつ）に准（ぢゆん）ずるに。くだんの地
もつとも修禅によろし。今おもはく。上（かみ）国家（こつか）の御

諸卿をはじめ、天下の人々は不思議に思い、ますます（空海を）尊び敬いました。さて、空海が高野山に伽藍を建立しようとの御誓願はとりわけ切実なものでありました。あの山は大明神が直接に大師に献じてくださり、すでに三宝の敷地となったのですから、速やかに堂塔を建て整えられるにあたって、誰が否と言う者があろうかと思われましたが、天下のすべての土地は王土（朝廷の土地）でないということはありません。どうして朝廷に奏上せずにおられましょうかということで、官への奏上を経られました。その趣旨は、禅経の説に照らし合わせますに、件の地はもっとも禅の修行に適しています。今思いますに、上は国家の御ために、下はもろもろの修行者のために、荒れた（地を整えようとするものであります）。

The court nobles and all people throughout the realm were struck with wonder, and their reverence and respect for Kūkai grew ever deeper. Now, Kūkai's vow to construct a monastery complex (garan) on Mount Kōya was an exceedingly earnest one. Since that mountain had been directly offered to the Great Master by the Great Deity, and had already become sacred ground belonging to the Three Treasures, one might think there would be no one to object to the swift construction of halls and pagodas there. However, there is no land under heaven that is not the sovereign's domain (ōdo). How could he proceed without first submitting a memorial to the imperial court? And so he duly submitted an official memorial. The substance of it was as follows: in accordance with the teachings of the sutras on meditation (zенkyō), the said land is most suitable for the practice of Zen [meditative cultivation]. His present thinking is that, above, for the sake of the nation and the state, and below, for the sake of the many practitioners, this wilderness (should be developed and cultivated)...
