おなしき十四年正月十九日に。大納言三 位（み）兼（けん）
行（ぎやう）右近（うこん）衛（ゑ）大 将（しやう）民部卿（みんぶきやう）藤原（ふぢはらの）朝臣（あそん）良房（よしふさ）を勅使（ちよくし）
として。東寺（とうじ）を空海にたまはりける。そも〳〵
此寺は桓武（くはんむ）天 皇（わう）此地に都をうつし給ふはじ
め。王城（わうじやう）鎮護（ちんご）の為に建立（こんりう）し給ふところ也

【東寺を大師に賜わる事】
同じく（弘仁）十四年正月十九日に、大納言三位兼行右近衛大将民部卿藤原朝臣良房を勅使として、東寺を空海に賜った。そもそもこの寺は、桓武天皇がこの地に都をお遷しになった当初、王城鎮護のために建立なさったところである。それゆえ、今、大師に賜ったのも、王城をお守りすることを（帝が）お考えになってのことである。空海はすなわち、大経蔵を建て、八祖より伝え来たられた諸々の道具・両部の曼荼羅・海会・経・論・法文をことごとく収めてお納めになり、また西南の角に灌頂院を建て、御法を伝え（以下続く）

【On the Granting of Tō-ji Temple to the Great Master】
On the nineteenth day of the first month of the same fourteenth year (of Kōnin, 823), the imperial envoy Fujiwara no Ason Yoshifusa — holding the ranks of Dainagon, Junior Third Rank, acting Commander of the Right Imperial Guards, and Minister of Popular Affairs — was dispatched to bestow Tō-ji temple upon Kūkai. This temple had originally been founded by Emperor Kanmu at the beginning of his transfer of the capital to this site, for the purpose of protecting and pacifying the royal capital. Thus, the granting of the temple to the Great Master at this time was also done with the intent that he would serve as guardian of the royal capital. Kūkai thereupon constructed a great sutra repository, within which he enshrined in full all the implements transmitted from the Eight Patriarchs, along with the Mandalas of the Two Realms, the paintings of the Assembly of the Ocean of Sages, sutras, commentaries, and Dharma writings.
