しゆびん思ひけるは。是はひとへに君一人にうら
みあり。空海をうらむる所なしといきどをり
骨髄（こつずい）にてつしていかにもして君にあたりた
てまつらんと。はがみして思案（しあん）したまひしが。
君をふとく人になしたてまつり。末代（まつだい）まても悪王（あくわう）
の名をとめさせ申べしとて。先あともなく。大
旱魃（かんはつ）をやりて。四 海（かい）のたみを一人もなく飢渇（けかつ）
にあはせんとはかりて。一大三千 界（がい）の中にあらゆ
るの竜神（りうじん）をこと〳〵くとらえて。わづかなる水瓶（すいべう）
のうちにをし籠（こめ）てぞおかれける

守敏は思った。「これはひとえに帝お一人に恨みがあるのであり、空海を恨む筋合いはない」と、怒りが骨の髄まで染み通り、何としても帝に害を与え申し上げようと、歯ぎしりしながら思案なさった。帝をひどく無慈悲な人物に仕立て上げ申し上げ、末代までも悪王の名を残させてやろうと、まず何の前触れもなく大旱魃を引き起こして、四海の民を一人残らず飢えと渇きに遭わせようと謀り、一大三千界の中にあらゆる龍神をことごとく捕らえて、わずかばかりの水瓶の中に押し込めておかれたのであった。

【On the Matter of Praying for Rain】
Shūbin thought to himself: "My resentment lies solely with the Emperor alone—I have no cause to bear grudge against Kūkai." His fury penetrated to the very marrow of his bones, and grinding his teeth, he schemed and plotted how he might bring harm upon the Emperor. He resolved to make the Emperor appear a deeply cruel and heartless ruler, and to leave him branded with the name of a wicked king for all generations to come. To that end, without any forewarning, he set in motion a great drought to afflict every last person among the people of the four seas with starvation and thirst. He then captured every dragon deity to be found throughout the entire trichiliocosm and confined them all together within a single small water vessel.
