これによつて。孟春（もうしゆん）より三ケ月のあひた雨降
事なふして。農民（のうみん）耕業（かうけう）もつとめず。天下の
うれへ。一人のつみにぞ帰（き）しける。君はるかに天
災（さい）の民（たみ）に害（かい）ある事をうれへおほしめし
て。公卿（くぎやう）天上人におほせて。いかゝせんと。の御事
なり。さらばあめのいのりをなさしめ給へとて。
東寺（とうじ）西寺（さいじ）にちよくしたつ。しゆびん心に思は
れけるは。わが法力ならては雨一 滴（てき）もふる事
あらし。かく思ひしらせて。空海ちからをよばさる
とき。かの水瓶（すいびよう）の竜神（りうじん）をはなちて。わが一祈に
雨をふらすべきものをとおもひすまして勅（ちよく）

これによって、孟春（初春）から三ヶ月の間、雨が降ることなく、農民は耕作にも従事できなかった。天下の嘆きは、ひとりの者の罪に帰することとなった。帝は遠く、天災が民に害をもたらしていることを深く憂い思し召されて、公卿・殿上人にお命じになり、「どうすればよいか」とのご沙汰があった。「それならば、雨乞いの祈りを行わせなさいませ」とのことで、東寺・西寺に勅使が立てられた。守敏は心の中でこう思った。「我が法力でなければ、雨の一滴も降ることはあるまい。こうして思い知らせておいて、空海が力の及ばないとなったとき、かの水瓶に閉じ込めた龍神を放って、我が一度の祈りで雨を降らせてやろう」と思い定めて、勅〔命を受け……〕

Because of this, from the beginning of spring for a period of three months, no rain fell, and the farmers were unable to tend to their fields. The suffering of the realm was thus attributed to the sin of a single person. The Emperor, deeply troubled from afar that this heavenly disaster was bringing harm upon the people, commanded the court nobles and courtiers, asking what was to be done. "Then, please have prayers for rain performed," came the counsel, and imperial messengers were dispatched to Tō-ji and Sai-ji temples. Shūbin thought to himself: "Without my dharma power, not a single drop of rain shall fall. Having made this abundantly clear, and when Kūkai proves himself powerless, I shall release the dragon deities confined in that water vessel and bring down rain with a single prayer of my own."
