空海さてこそと思しめし。にくきしゆひんが悪（あく）
行（きやう）かな。よしこの界（かい）に竜神（りうじん）なきことよもあら
じと。なをまなじりを廻（めぐら）して御らんじけ
るにこゝに北天 竺（ぢく）のさかひ大 雪山（せつさん）の北に
無熱池（むねつち）といふ池（いけ）の善女（ぜんによ）竜王（りうわう）ひとり守敏（しゆびん）より
上位の薩埵（さつた）にておはしましけれは。しゆびん
此 竜（りう）をかりこめ申事あたはざりし。空海（くうかい）定（てう）
よりいでゝこのよしをつぶさにそうもん有
けれは。みかど大きに御感（ぎよかん）あつて。いそき其
竜神（りうじん）を勧請（くはんじやう）したてまつりたまへと。勅答（ちよくたふ）

空海はさてこそと思し召され、「憎い守敏の悪行よ。しかしこの世界に龍神がまったくいないということはあるまい」と、さらに目を凝らしてご覧になったところ、北天竺の境にある大雪山の北に無熱池という池の善女龍王がおひとり、守敏よりも上位の菩薩（薩埵）でいらっしゃったため、守敏はこの龍をも閉じ込めることが叶わなかったのであった。空海は三昧から出られると、このことを事細かに奏聞された。帝は大いに感じ入られ、「速やかにその龍神をお招き申し上げよ」との勅答があったので、空海は勅に従って、神泉苑へ――

[Concerning Shinsen'en]
Kūkai thought, "Surely this must be it!" and reflected, "What wicked deeds that detestable Shūbin has committed. Yet it cannot be that there are absolutely no dragon deities remaining in this world." Looking further with sharpened gaze, he found that the Zennyo Ryūō — the dragon king of a pond called Munetsu-chi, located to the north of the great snow mountains on the frontier of Northern India — was a bodhisattva (sattva) of higher rank than Shūbin, and thus Shūbin had been unable to imprison this dragon as well. Kūkai emerged from his meditation and presented a detailed account of these circumstances to the Emperor. The Emperor was greatly moved and issued an imperial response: "Quickly invite and enshrine that dragon deity." Following the imperial decree, Kūkai proceeded to Shinsen'en —
