現代語訳
国主百枚ばかりを上げずば治まるまい。五百石以上は武士の内、八枚くらい秀でてよかろう。
〽以上の衆は武士の内、以下は藩士さ
何と、飛び凧を見違えるものだ。聖代だから出たものさ。方々歩いてみたか、日本がいつ一番良い。
君子は争う所なし。必ず凧を上げる時から参らせて上せ、下して取る。その争いや君子なり。
天下国家を治めるは、鯉登りを上げるようなものという例えを、鯉登りを上げれば天下国家は治まるところへ違いをして、良い年をして我も我もと凧を上げるに、飛び凧を友達と、これもまた心得違いにて、真の方々来記するこそ、げにも延喜の御代、めでたかりける例しなり。
英語訳
The provincial lords must raise about a hundred sheets or it won't be settled. For those with five hundred koku or more within the warrior class, about eight sheets of excellence would be appropriate.

A gentleman has no place for conflict. When flying a kite, one must necessarily humble oneself from the start, raise it up, then lower it and retrieve it. That conflict is what makes a gentleman.
Governing the realm and nation is like flying a carp streamer - this analogy got confused with the idea that flying carp streamers would govern the realm and nation. In their good years, everyone tries to fly kites, mistaking flying kites for companions. This too is a misunderstanding, and the true way for various people to come and record is indeed a splendid example from the Engi reign.
