みかど此よし聞しめし。都のうちのみか。天下に雨を
ふらすべきいのりあらばよろしからん。空海をめし
てとあり。東寺の空海 参内（さんだい）あり。すなはち神泉苑（しんぜんゑん）
のまへに壇（たん）をかざりて。いのらるゝに。三日にも雨
ふらす。十七日まていのらるゝに。一しづくもくた
らず。空海ふしきに覚しめし。定（ぢやう）にいりて見給ふ
に。せかいの竜神を。守敏こと〳〵く封（ふう）じつゝ。ひとつの
器（うつはもの）に入られたり。こゝに善女竜（ぜんによりう）わうとて。天ぢくの無熱（むねつ）
池（ち）にましますは。守敏よりもくらゐ高（たか）きぼさつ
なり。守敏は三地のぼさつ。善女（せんによ）りうわうは。□池の。ぼ

帝はこの様子をお聞きになり、「都の内だけでなく、天下に雨を降らせるべき祈りがあればよろしいであろう。空海を召せ」とおっしゃった。東寺の空海が参内した。すなわち神泉苑の前に壇を飾って祈られたが、三日でも雨は降らず、十七日まで祈られても一滴も降らなかった。空海は不思議に思われ、禅定に入ってご覧になると、世界の竜神を守敏がことごとく封じて、一つの器物に入れていた。ここに善女竜王といって、天竺の無熱池にいらっしゃるのは、守敏よりも位の高い菩薩である。守敏は三地の菩薩、善女竜王は〔無熱〕池の菩薩

The Emperor heard of this situation and said, "It would be good if there were prayers that could bring rain not only to the capital but to the entire realm. Summon Kūkai." Kūkai of Tō-ji Temple came to the imperial court. He then decorated an altar in front of Shinsen-en Garden and prayed, but even after three days no rain fell, and even after praying for seventeen days, not a single drop fell. Kūkai found this strange and entered into meditation to observe the situation. He discovered that Shubin had sealed away all the dragon deities of the world and confined them in a single vessel. Here there was Zennyo Ryūō (Good Woman Dragon King), who resides in the Anavatapta Pond in India and is a bodhisattva of higher rank than Shubin. Shubin is a bodhisattva of the third stage, while Zennyo Ryūō is a bodhisattva of the [Anavatapta] Pond
